<br />1 City of Roseville <br />2 ORDINANCE NO. 1318 <br />3 <br />4 <br />5 AN ORDINANCE AMENDING <br />6 TITLE 1207, SECTIONS 1207.08, 1207.09, 1207.10, <br />7 1207.11, 1207.12, 1207.18, and 1207.25 <br />8 <br />9 NON EXCLUSIVE TRANSIT STOP SHELTER FRANCHISE <br />10 <br /> <br />11 THE CITY OF ROSEVILLE ORDAINS: <br />12 <br />13 SECTION 1: Title 1207, Sections 1207.08, 1207.09, 1207.10, 1207.11, 1207.12, <br />14 1207.18, and 1207.25_ofthe Roseville City Code are amended to read as follows: <br />15 <br />16 1207.08: OTHER FRANCHISES: <br /> <br />17 Transit stop shelters with advertising displayed thereon shall only be allowed to occupy or use a <br />18 right-of-way of any street or highway within the City of Roseville with and under the terms of a <br />19 franchise as granted to a particular franchisee. This shall apply to shelters constructed by Metro <br />20 Transit the Metropolitan Council Transit Operations (MCTO) only if the Council specifically <br />21 determined to make this ordinance applicable to Metro Transit the MCTO. The City may grant <br />22 franchises to multiple persons during the term of this franchise, subject to the provisions of this <br />23 ordinance regarding number and placements of such shelters, and locations as identified in the <br />24 ordinance granting the franchise. <br /> <br />25 1207.09: NOTICES: <br /> <br />26 All notices from the franchisee to the City as required by this franchise ordinance shall be to the <br />27 Director of the Department of Public Works unless otherwise stated herein. The franchisee shall <br />28 maintain throughout the term of the franchise a local office and address for service of notices by <br />29 mail. The franchisee shall also maintain with the City a local office and telephone number for <br />30 the conduct of matters related to this franchise open during normal business transit hours. The <br />31 franchisee will provide an emergency phone number for response after normal business hours. <br /> <br />32 1207.10: BASIC SERVICE, INSTALLATION SCHEDULE & DESIGN: <br /> <br />33 Franchisees shall furnish, install, repair and maintain safe, clean and attractive illuminated transit <br />34 shelters with revenue generating advertisements. In connection therewith, franchisees shall <br />35 provide all materials, supplies, equipment, services and personnel at their sole cost and expense <br />36 without any cost or expense to the City. All transit shelters shall: (i) be installed within one <br />37 hundred eighty (180) days of the City's issuance of the applicable permits and licenses, fi-i1-Be <br />38 erected in order of panel advertisement sales, (iiffi) contain inside lighting to illuminate the inner <br />39 area of each shelter from dusk to dawn; and (iiiw) be equipped with a minimum of one bench <br />40 and one trash receptacle to be emptied on a regular basis by the franchisee. The design of the <br />41 transit shelters and site plan with improvements therein shall be submitted to and approved by <br />
