;
; ./~

Page

Sunday April 24th

Dear Council Members:

I am not sure I will be able to make it to the Council meeting tomorrow night (Monday April 25th) hence
the attached note.

As a user of the slalom course on Lake Owasso, we have formed a group called the Lake Owasso Safe
Boating Association (LOSBA). As the name implies we do everything reasonable to promote and
practice not only safe family boating practices, but also promote practices that are respectful to
neighborhood concerns. Any family recreational activity on the Lake has some consequence on the
environment. We are not excluded from having an impact; however, we have worked to minimize our
effect. For example, members of the LOSBA have invested in either the best mufflers or newest boats
(which are quieter) or both so as to minimize noise level.

Although it is legal to trailer a boat in at sumise (some bare footers do just this) we purposely start later
(voluntarily) to be respectful of local residents. I have conducted tests with my decibel meter comparing
the boats we use for skiing vs. the boats used by bare footers, vs. PWC's (ski skies). In every case the
ski boats emit the lowest noise level, and unlike trailered in boats, we start at a later time. The train that
runs along South Owasso Blvd. also registers higher on the decibel meter than a ski boat. As part of our
concern for safety, the LOSBA carries a $1,000,000 liability program.

Some of the members of the LOSBA are also involved in the wonderful Wednesday night Courage
Center program which is an all volunteer effort to help disabled participants enjoy a safe water
experience which most of us take for granted. (See attached photos).

One of the interesting things about the family aspects of water skiing through the LOSBA, is that there
are several families where multiple generations spend quality time together. In today's fast paced world
this tendency is a sadly diminishing aspect in American life. In fact there is one family where there is a
grandfather/grandson team. It is a real joy to see safe family recreation across multiple generations. If
there is additional information we can provide, please let us know.

rrf~

Joe Bester
460 West Horseshoe Drive
Shoreview, MN 55126
651-490-3851 w
651-483-2488 h

4/25/2005
