Mr. Kysylyczyn questioned proposed changes to the City Council's Rules and Procedures, and whether if only Roseville citizens were allowed to speak, if that didn't exclude business and/or property owners, citizens or officials from adjacent communities, parents of area students, or others with an interest in the community. Mr. Kysylyczyn opined that anyone having an interest in Roseville issues should be allowed to speak, no matter their residency, to avoid negative reflections on the direction and impression of the City of Roseville. Mr. Kysylyczyn concluded by opining he was a proponent of Town Hall meetings, but encouraged the City Council to move in the direction of the City of New Brighton and their experience in holding Town Hall meetings, not as part of a regular business meeting, but in a neighborhood format. Tam McGehee, 77 Mid Oaks Lane Ms. McGehee opined that tonight's meeting was not a Town Hall meeting, but an extension of public comment. Ms. McGehee concurred with comments spoken by others tonight in opposition to the Twin Lakes Redevelopment project, opining that additional square footage for more retail had already been voted on by the City. Ms. McGehee spoke to the assurances provided by Target regarding their building and its aesthetics, rather than what was being evidenced by construction, public and pedestrian safety issues not being addressed at the Target site; and additional considerations at Rosedale Shopping Center with the proposed addition. Ms. McGehee questioned the validity of Council decisions and their abuse of public funds. Ms. McGehee concluded her comments by reiterating her opposition to the Twin Lakes proposal. Mayor Klausing closed the public comment portion of the meeting at approximately 7:47p.m.
