<br />City Council Regular Meeting - 03/14/05 <br />Minutes - Page 11 <br /> <br />implications this project may have on those projects. <br /> <br />Mayor Klausing called for public comment at this time. <br /> <br />Geraldine Meissner; 2952 Galtier <br />Ms. Meissner questioned whether speed bumps had been <br />considered for this project. <br /> <br />City Engineer Deb Bloom and Mr. Schwartz responded that state <br />aid roads needed to be designed for a minimum of 30 miles per <br />hour, and speed bumps would not be considered viable, as well <br />as difficulties in Minnesota climates for plowing purposes. <br /> <br />Dave Kassmer, 225 South Owasso Boulevard <br />Mr. Kassmer noted that right now, Ladyslipper Park didn't look <br />like a park, and the neighborhood wanted it to look like a park; <br />along with corrections to drainage to improve water quality and <br />to improve safety, opining that speeding was a major problem on <br />South Owasso Boulevard. <br /> <br />Bob Leitschuh, 3000 Western Avenue <br />Mr. Leitschuh noted that most of the neighbors were concerned <br />about the speed, and in reviewing the proposed plans, the curb <br />seemed to make the most sense for slowing the traffic without <br />too many stop signs. Mr. Leitschuh volunteered to be assessed, <br />even though not an adjacent property owner on South Owasso <br />Boulevard, but supportive of the proposed improvements for the <br />roadway and park. <br /> <br />Discussion took place regarding stop sign installation, warrant <br />analyses, history of signage in reducing speed; and other traffic <br />calming methods under consideration. <br /> <br />Carol Kough, 2931 Asbury <br />Ms. Kough read a letter received by her husband, <br />Councilmember Tom Kough, related to the fishing pier and the <br />writer's opposition to a fishing pier due to negative uses and <br />litter; and asked the Council's consideration of not considering a <br />fishing pier. <br /> <br />Ann Kassmer, 225 South Owasso Boulevard <br />
