<br />City Council Regular Meeting - 03/14/05 <br />Minutes - Page 12 <br /> <br />Ms. Kassmer opined that her main concern was speed; and she <br />concurred with the above-referenced letter; speaking in support <br />of the proposed curved alignment; encouraging the Council to <br />keep the area beautiful and increase pedestrian safety. <br /> <br />Bob Minor, 2976 Galtier <br />Mr. Minor requested that the City Council consider the <br />comments addressed tonight, and consider the safety issue now, <br />rather than after the fact. <br /> <br />Council discussion included the Park Master Plan; the planning <br />process itself; road reconstruction timeframes; budget <br />considerations; more involvement of the community for <br />implementation of the Master Plan; lack of funding for any <br />immediate park construction; various safety concerns; and <br />funding sources for roadway reconstruction with alignment. <br /> <br />Mayor Klausing opined that he supported the general concept, <br />but that the realignment was an expensive way of addressing the <br />issue; and questioned whether there were more cost-effective <br />ways of achieving the same end result. <br /> <br />Councilmember Schroeder spoke in support of the overall <br />impacts on the roadway safety; stormwater treatment and <br />minimal impacts to the wetland by using the north side where the <br />original roadway was located. Councilmember Schroeder spoke <br />in support of using the City's contingency funds for this project, <br />in addition to the James Addition project, given the immediacy <br />of those needs, but spoke in opposition to using the City's Road <br />Infrastructure Fund. <br /> <br />Schroeder moved, Ihlan seconded, adoption of the Ladyslipper <br />Park Master Plan as presented in the staff report dated March 14, <br />2005. <br /> <br />Councilmember Schroeder spoke in support of the motion, <br />noting it presented a unique opportunity for constructing the <br />project, without curb and gutter, thus capitalizing on green <br />initiatives available, while reducing and treating the overall <br />runoff of the area, in addition to traffic improvements and a <br />better sense of a continuous park.
