<br />City Council Regular Meeting - 03/14/05 <br />Minutes - Page 14 <br /> <br />Mayor Klausing spoke against the motion; recogmzmg the <br />attendance of a representative of the BEM Corporation and <br />availability of and timing for the staff report; and concerns <br />regarding further delays related to the ice season. <br /> <br />Councilmember Ihlan concurred with Councilmember <br />Schroeder's concerns in having Councilmember Kough's <br />attendance and his expertise; but expressed concern, in <br />consideration of process issues, that hearing the staff report and <br />presentation by BEM tonight would be helpful. Councilmember <br />Ihlan encouraged the Council's diligence in finding consensus on <br />the OVAL. <br /> <br />Roll Call <br />Ayes: Schroeder and Ihlan. <br />Nays: Maschka and Klausing. <br />Motion failed. <br /> <br />7.a <br /> <br />Consider a Proposal from BEM, Corp. relating to the <br />OVAL <br />Mr. Slade Smith, President of BEM Corporation provided a <br />bench handout more fully detailing his presentation for an <br />alternative option for the Roseville Skating Center/OVAL <br />and providing recommission for the chiller, which would <br />include front-end investigation, analysis and pre-design <br />services, similar to that proposed by Stevens Engineering. <br />Mr. Smith noted that his firm would utilize funds set aside <br />from the Xce1 Energy Recommisioning Rebates for the <br />project, allowing the City potential savings for professional <br />services. Mr. Smith reviewed his firms scope of work for <br />the chiller system in assisting the City to achieve its goals. <br /> <br />Mayor Klausing noted that Stevens Engineering had <br />provided a written proposal, and questioned why Mr. Smith <br />had not presented a proposal until tonights meeting. <br /> <br />Mr. Smith noted that Councilmember Kough had not <br />specified a written proposal, but had requested that BEM <br />provide an alternative. <br /> <br />Further discussion ensued regarding BEM Corporation's <br /> <br />BEM, Corp. <br />Proposal <br />
