City Council Regular Meeting - 03/14/05 Minutes - Page 14 Mayor Klausing spoke against the motion; recogmzmg the attendance of a representative of the BEM Corporation and availability of and timing for the staff report; and concerns regarding further delays related to the ice season. Councilmember Ihlan concurred with Councilmember Schroeder's concerns in having Councilmember Kough's attendance and his expertise; but expressed concern, in consideration of process issues, that hearing the staff report and presentation by BEM tonight would be helpful. Councilmember Ihlan encouraged the Council's diligence in finding consensus on the OVAL. Roll Call Ayes: Schroeder and Ihlan. Nays: Maschka and Klausing. Motion failed. 7.a Consider a Proposal from BEM, Corp. relating to the OVAL Mr. Slade Smith, President of BEM Corporation provided a bench handout more fully detailing his presentation for an alternative option for the Roseville Skating Center/OVAL and providing recommission for the chiller, which would include front-end investigation, analysis and pre-design services, similar to that proposed by Stevens Engineering. Mr. Smith noted that his firm would utilize funds set aside from the Xce1 Energy Recommisioning Rebates for the project, allowing the City potential savings for professional services. Mr. Smith reviewed his firms scope of work for the chiller system in assisting the City to achieve its goals. Mayor Klausing noted that Stevens Engineering had provided a written proposal, and questioned why Mr. Smith had not presented a proposal until tonights meeting. Mr. Smith noted that Councilmember Kough had not specified a written proposal, but had requested that BEM provide an alternative. Further discussion ensued regarding BEM Corporation's BEM, Corp.
