<br />City Council Regular Meeting - 02/28/05 <br />Minutes - Page 13 <br /> <br />Mayor Klausing invited Al Sands to the podium to provide a <br />status report from the James Addition Task Force. <br /> <br />AI Sands, 2612 Aldine <br />Mr. Sands recommended that staff be directed to send meeting <br />notices to residents; and that the composition of the Task Force <br />would consist of those attending the meeting. Mr. Sands noted <br />that the Task Force goal should be to try to keep the high-volume <br />business traffic to the east of Fry; and the residential traffic west <br />of Fry. Mr. Sands noted that the neighborhood was eager to <br />meet with staff. <br /> <br />Councilmember Ihlan noted that Ramsey County Commissioner <br />Jan Weissner had expressed interest in County representatives on <br />the Task Force; and also recommended representatives from the <br />City's Public Works, Environment and Transportation <br />Commission. Councilmember Ihlan also addressed impacts to <br />County Road C; and spoke in support of alternative #3, given <br />that consideration; but recognized the need for input from the <br />neighborhood. <br /> <br />Further discussion included previous meetings and discussions <br />held in 2002 in conjunction with the reconstruction plans for <br />County Road C; original creation of options 1 - 5 in 1998; <br />discussions of the original James Addition Task Force; and the <br />general focus of traffic to the intersection that matches business <br />and residential traffic that would support signal placement. <br /> <br />Additional discussion included staffs notification of the <br />neighborhood and facilitation of a meeting to receive comment <br />on options available; various processes available to use following <br />that meeting to determine realistic financial options; and the need <br />to clarify with MnDOT their expectations of the City. <br /> <br />Staff was directed to facilitate a meeting with the neighborhood <br />and return to the City Council following that meeting and their <br />input for further direction. <br />
