<br />City Council Regular Meeting - 02/28/05 <br />Minutes - Page 14 <br /> <br />8. <br /> <br />Consider a Request by Dennis Guptil for a Preliminary Plat <br />and General Concept Planned Unit Development (PUD) to <br />Redevelop the 2.6 Acre Parcel at 185 McCarrons Boulevard <br />(PF 3575) <br />Community Development Director Dennis Welsch reviewed the <br />request for approval of a Preliminary Plat that takes a single <br />parcel and creates seven lots (one large lot and six town home <br />lots, both with common area); a General Concept Planned Unit <br />Development for a 43-unit condominium and six town home <br />units; a rezoning of the property from R-l, Single Family <br />Residence District to Planned Unit Development with an <br />underlying zoning of R-3, General Residence District and R-6, <br />Townhome District. <br /> <br />Councilmember Ihlan questioned whether the Council's approval <br />was premature given the Capitol Region Watershed District <br />findings of current design noncompliance. <br /> <br />Mr. Welsch advised Councilmembers that the developer has <br />committed to working with the Watershed District to find <br />solutions prior to final plat approval; and noted that this was a <br />common occurrence for new developments, with each <br />application specific and the need for the City's Public Works <br />staff to guide developers on compliance issues. <br /> <br />Mayor Klausing noted that the request was for approval of a <br />General Concept Plan, with final approval conditioned upon <br />Capitol Watershed District criteria met; and any substantial <br />alterations needing Planning Commission and/or City Council <br />approval prior to subsequent Final Plan approval. <br /> <br />Councilmember Ihlan opined that it would be prudent for the <br />developer to redesign the development prior to Council approval, <br />even of the Concept Plan. <br /> <br />City Planner Thomas Paschke reiterated the purpose and process <br />of a Concept Plan, noting that a Concept Plan did not necessarily <br />have all details addressed; and approval was conditioned as <br />outlined in the staff report dated February 28, 2005; with the <br />developer working with staff and other agencies to more finely <br />develop the project. <br /> <br />Dennis Guptil <br />Preliminary Plat & <br />PUD <br />185 McCarrons Bv <br />(PF 3575) <br />
