Why: <br />1. Housing is aging with deferred mainte- <br />nance; protect the value in housing stock <br />2. Significant increase in SF rental proper- <br />ties, college housing <br />3. Increase residential complaints <br />4. Increase in tenant complaints <br />. How: <br />1. Study issues <br />2. Review Implementation Strategies <br />3. Gain input from residents, public agen- <br />cies, businesses <br />4. Propose ordinances and programs <br />. Limitations: <br />1. Weak Housing Maintenance Code <br />2. Code Enforcement abilities restricted by <br />budget and manpower <br />3. No incentive to maintain or improve <br /> <br />4. Transportation and Transit <br /> <br />a. Understand key transportation issues that bind <br />community together <br />b. Develop Goals & Objectives and funding for future <br />improvements <br />c. Evaluate and place priority on Northeast Diagonal <br />and other transit links <br /> <br />5. Refine economic development market and strat- <br />~; <br />Recognize roles and priorities of retail, office, ser- <br />vice, bio-tech, bio-medical, and manufacturing in <br />community. Provide direction regarding redevelop- <br />ment of industrial areas both east of 35W and west <br />of 35W in the form of a strategic plan. Provide direc- <br />tion on how the staff should respond to inquiries. <br />Should staff continue to facilitate larger redevelop- <br />ment projects or does the Council wish to hire con- <br />sultants on project-by-project basis?
