Councilmember Ihlan spoke in favor of centralizing budgetary control and the overall allocation of public resources. She asked Mr. Welsch about the status of the community devel- opment department fund, that is based on building permit fees and other department fees for service, and whether it is adequate to continue to fund the department as it currently operates. Mr. Welsch indicated that, No, using the current fee structure and in light of the current cost of department opera- tions the fund will not be adequate much longer. Mayor 'Klausing spoke of the value of a cost-benefit analysis for the activities within all departments including the com- munity development department.
