Fundine: of Community Development Depart- <br />ment-2006 and beyond <br /> <br />a. New Housing Programs would require new staff <br />b. Program would only be effective if funded <br />c. Department must demonstrate "nexus" between <br />permits revenue and programs and activities it <br />carried out on behalf of city. <br />d. Review current and future funds <br />e. Review strategies for providing services for next 5 <br />years <br />f. Based on current "permits and contracts" reve- <br />nue, department cannot afford to assume more <br />programs and duties such as an annual fiscal im- <br />pacts study <br /> <br />Councilmember Kough asked staff to monitor tax forfeited <br />properties for potential purchase, refurbishment and resale by <br />the city. <br /> <br />Councilmember Ihlan spoke in favor of centralizing budgetary <br />control and the overall allocation of public resources. She <br />asked Mr. Welsch about the status of the community devel- <br />opment department fund, that is based on building permit <br />fees and other department fees for service, and whether it is <br />adequate to continue to fund the department as it currently <br />operates. Mr. Welsch indicated that, No, using the current fee <br />structure and in light of the current cost of department opera- <br />tions the fund will not be adequate much longer. <br /> <br />Mayor 'Klausing spoke of the value of a cost-benefit analysis <br />for the activities within all departments including the com- <br />munity development department. <br /> <br />Roseville Housing Redevelopment Authority Executive Direc- <br />tor Cathy Bennett spoke to these 2005-2006 major issues: <br /> <br />11 <br />
