Mayor Klausing asked staff to draft a rule for Council con sid - eration at a study session that stated no individual council- member would direct staff to take an action, but that coun- cilmembers could individually make routine requests of staff for information. f.) Mayor Klausing expressed his reservations about council- members inadvertently violating the Open Meeting Law by telephone or e-mail. For example, he indicated that council- members must not dialogue about how they may vote on a matter if the dialogue extends to three or more councilmem- bers. Mayor Klausing asked for discussion and input by the city at- torney about both the Open Meeting and the Staff Direction issues, especially as to how to memorialize the Council's dis- cussion in a rule of procedure. Council Interaction with One Another g.) Mayor Klausing asked the Council how they felt about the way they interact with one another. For example, were they taking too long to discuss issues? Councilmember Schroeder suggested the Council may have to meet more often. Right now, he said there is too much on each agenda and the meetings are taking too long. He noted that some councilmembers were repetitious in their com- ments. Councilmember Maschka suggested that if councilmembers want to put an item on an agenda, that the proposed item be placed on the agenda for discussion at the next council meet- ing: the council could refer the item to a study session, could decide not to take it up at all, or by their 4/ 5's vote could de- cide to handle it that night. Councilmember Ihlan opposed what she described as an overly-restrictive and complicated process. She stated that councilmembers must not be limited in their freedom to raise and place issues on a council agenda. Councilmember Kough agreed, but suggested that council- 19
