Mayor Klausing expressed his reservations about council- <br />members inadvertently violating the Open Meeting Law by <br />telephone or e-mail. For example, he indicated that council- <br />members must not dialogue about how they may vote on a <br />matter if the dialogue extends to three or more councilmem- <br />bers. <br /> <br />Mayor Klausing asked for discussion and input by the city at- <br />torney about both the Open Meeting and the Staff Direction <br />issues, especially as to how to memorialize the Council's dis- <br />cussion in a rule of procedure. <br /> <br />Council Interaction with One Another <br /> <br />g.) Mayor Klausing asked the Council how they felt about the <br />way they interact with one another. For example, were they <br />taking too long to discuss issues? <br /> <br />Councilmember Schroeder suggested the Council may have to <br />meet more often. Right now, he said there is too much on <br />each agenda and the meetings are taking too long. He noted <br />that some councilmembers were repetitious in their com- <br />ments. <br /> <br />Councilmember Maschka suggested that if councilmembers <br />want to put an item on an agenda, that the proposed item be <br />placed on the agenda for discussion at the next council meet- <br />ing: the council could refer the item to a study session, could <br />decide not to take it up at all, or by their 4/ 5's vote could de- <br />cide to handle it that night. <br /> <br />Councilmember Ihlan opposed what she described as an <br />overly-restrictive and complicated process. She stated that <br />councilmembers must not be limited in their freedom to raise <br />and place issues on a council agenda. <br /> <br />Councilmember Kough agreed, but suggested that council- <br /> <br />19 <br />
