<br />Special Session of the City Council: <br />Saturday, 02/19/05, Cedarholm Golf Course Clubhouse, <br />2323 Hamline Avenue North, Roseville, MN <br />Page 20 of 21 <br /> <br />members be limited to speaking only twice to each agenda <br />item. <br /> <br />Mayor Klausing said that he was hearing that any council- <br />member could place an item on an agenda, but then the <br />Council as a body was free to consider a motion to reject the <br />item, to refer it to a study session, to approve it that night, to <br />ask staff to study the issue and prepare a report for the coun- <br />cil, or so forth. <br /> <br />Councilmembers Schroeders and Maschka said they con- <br />curred with that approach. <br /> <br />h.) Mayor Klausing asked the Council if they wanted to do <br />anything about their adjournment times. <br /> <br />Councilmember Ihlan stated that the meetings were going too <br />long. She suggested a rule that no new items would be taken <br />up after 10:00 p.m. and the council meeting would adjourn or <br />recess no later than 11 :00 p.m. with the carryover date to be <br />determined then or later. She concurred with Councilmem- <br />ber Schroeder that the Council may have to schedule more <br />Council meetings, noting that the Council had been particu- <br />larly busy with big issues. <br /> <br />Councilmember Maschka suggested no new items be taken up <br />after 10: 15 p.m. <br /> <br />Councilmember Kough suggested that the Council consider <br />creating committees consisting of two councilmembers as a <br />way to shorten the council meetings. He felt more work could <br />be handled in committee and that that Council could accept <br />the committee recommendation at a regular meeting. <br /> <br />Mayor Klausing opined that council committees may lead to <br />more Council and staff time, not less, especially when the is- <br />sue was controversial or the Council was split in its feelings. <br /> <br />i.) Mayor Klausing asked about any other issues for possible <br />development into Council rules. He indicated that videotaping <br />of all council meetings should be looked at more closely in a <br />work session. He asked the Council to consider how we <br />would handle the videotaping of those meetings or events <br />where three or more councilmembers are together outside of <br />city hall talking about city business such as at meetings with <br /> <br />20 <br />
