<br />Special Session of the City Council: <br />Saturday, 02/19/05, Cedarholm Golf Course Clubhouse, <br />2323 Hamline Avenue North, Roseville, MN <br />Page 8 of 21 <br /> <br />encouraged developing or updating all master plans for city <br />parks. He also reiterated his desire to see the city's pathway <br />plan re-evaluated in general and specifically in light of main- <br />tenance issues. He also reiterated his priority on pedestrian <br />safety. <br /> <br />Councilmember Ihlan spoke in favor of a visioning and master <br />planning process for city parks, noting the special need for <br />such a process at Langton Lake Park in light of the Twin <br />Lakes Project. She fears that park dedication fees from the <br />Twin Lakes Project may be used in a fashion that creates an <br />inequity in the parks system. <br /> <br />Councilmember Maschka spoke to the value of metrics in <br />demonstrating the importance of our parks and recreation as- <br />sets and programs. <br /> <br />Community Development Director Dennis Welsch spoke to the <br />following 2005-2006 major issues: <br /> <br />A) Issues to work on in 2005 <br /> <br />1. Hi-annual Comprehensive Plan Update: <br /> <br />a. Support consistent planning effort in commu- <br />nity <br />. Why: Proven Success <br />1. Council and community must determine <br />priorities <br />2. Adopted goals and polices have provided <br />direction for commissions, staff, and own- <br />ers - illustrating what you want a fully de- <br />veloped first ring city to be in 20 years <br />3. Mapping has made community land use <br />vision more clear <br />4. Transportation, utilities, and parks plan <br />need updates <br />5. Demographic and economic changes are <br />found earlier, alerting to housing and ser- <br />vice trends. <br />6. Zoning code has been updated to be more <br />consistent with Compo Plan <br />7. Bi-annual update aligns with Metro Coun- <br />cil mandatory January, 2008.update <br /> <br />8 <br />
