<br />City Council Regular Meeting - 02/14/05 <br />Minutes - Page 11 <br /> <br />responsibility in regulating the animal through proper regulation <br />and registration. <br /> <br />Discussion included definition of an "aggressive" or "protective" <br />animal; protection of animals and humans; ordinance outline and <br />detail for appropriate steps; "unprovoked" language intent; <br />relationship to County and State legislation and animal control; <br />ordinance language related to "appeal to the City Council;" and <br />further refinement of language in the proposed ordinance. <br /> <br />Mayor Klausing questioned whether such an ordinance would <br />have negative consequences unforeseen at this time; and <br />expressed a preference for tabling action until further and more <br />detailed discussion could take place at an upcoming Council <br />Study Session to allow more input from the City Council and <br />ci tizens. <br /> <br />Councilmember Kough encouraged wide-spread publicity of the <br />pending ordinance. <br /> <br />Maschka moved, Schroeder seconded, tabling of an ordinance <br />entitled, "An Amendment to City of Roseville Code, an <br />Ordinance Amending Title Five, Section 501.l6,Vicious <br />Animals;" with further discussion scheduled as an agenda item at <br />the March 21, 2005 Council Study Session. <br /> <br />Roll Call <br />Ayes: Kough, Ihlan, Maschka, Schroeder and Klausing. <br />Nays: None. <br /> <br />City Manager Beets clarified the request for additional <br />information by the City Council to include the definition of <br />potentially dangerous animals; revision of the appeal process; <br />research on potential overlap and interplay with other governing <br />body laws and ordinances. Councilmembers concurred. <br /> <br />9. Citizen Survey Citizen Survey <br />Mayor Klausing noted that he had requested staff to address <br />concerns and viability expressed by Councilmembers related to a <br />community-wide, random survey. <br />
