<br />City Council Regular Meeting - 02/14/05 <br />Minutes - Page 14 <br /> <br />Councilmember Maschka spoke in support of a survey, from a <br />business perspective, as a step in a more global visioning process <br />in 2006; with proper selection of random people to survey and a <br />firm that could meet the community's needs in performing the <br />survey. <br /> <br />John KysyIyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn spoke in opposition to this type of broad survey; <br />expressing preference for a more focused survey (i.e., recycling <br />survey); and provided his own "action plan," based on previous <br />comments expressed by Councilmember Ihlan. <br />1) Do not take any action on the citizen survey tonight; <br />2) Spend 2005 reviewing the Communications budget similar <br />to the review of the tax-supported funds in 2005; <br />3) Address issue of Communications budget's eminent 2007 <br />"bankruptcy;" <br /> <br />Finance Director Miller disputed Mr. Kysylyczyn's <br />interpretation of past comments related to reserves in the <br />Communications Budget. <br /> <br />Mr. Kysylyczyn continued with his "action plan:" <br />4) Review Council policy on how cable franchise fee money <br />is spent; <br />5) Have the Council prioritize how they would like cable <br />franchise fee money spent; <br />6) After completing Items 1-5, - follow through on priorities <br />in 2006; <br />7) If survey ranks high enough in 2006, then make sure that <br />only the Council approves questions. This is a policy <br />issue! <br /> <br />Councilmember Schroeder addressed Mr. Kysylyczyn's <br />comments related to operating reserves in the Communications <br />Fund and the analysis of the budget by the Council. <br /> <br />Al Sands, 2612 AIdine <br />Mr. Sands expressed his deep reservations about any real benefit <br />of a general survey, opining that such a survey was 'fluff' and <br />had no accountability; noting the apparent apathy of citizens in <br />past voting records; and encouraged Council concentration in <br />
