<br />City Council Regular Meeting - 02/14/05 <br />Minutes - Page 15 <br /> <br />provoking more interest III getting citizens involved III the <br />community. <br /> <br />Communications Specialist Carolyn Curti assured <br />Counci1members that survey questions would be specific. <br /> <br />Further discussion included methodology; types of questions or <br />how they were asked; and general design; Council control over <br />design and content of a survey; and the need for the City Council <br />to further discuss the viability of a community survey, prior to <br />additional staff time being expended. <br /> <br />No action was taken, with Mayor Klausing recommending that <br />this item be discussed in more detail at the upcoming Special <br />City Council meeting scheduled for the morning of Saturday, <br />February 19,2005. <br /> <br />10. <br /> <br />Consider Park Dedication for Super Target <br />Counci1member Ih1an had requested a written legal opinion from <br />the City Attorney's office related to park dedications and <br />redevelopment of the Target site and future redevelopment. The <br />legal opinion dated, January 31, 2005, was included in the <br />Council Agenda packet and entitled, "Park Dedication Code <br />Section 1103.07, File No. 4002(1)-0152. <br /> <br />City Manager Beets advised Counci1members that staff had been <br />in discussion with the City Attorney's office and was in the <br />process of compiling the information as recommended by the <br />City Attorney's office; noting that staff had determined that the <br />incremental increase was significant and staff was prepared to <br />begin discussions with representatives of the Target Corporation, <br />at the direction of the City Council. <br /> <br />Discussion included involvement of and analyses by the Parks & <br />Recreation and Planning Commissions; legal and factual support <br />of increased demands on the Parks and Recreation facilities; <br />connectivity and safety of the redevelopment site with the Har <br />Mar Shopping Center; and which amenities (i.e., street benches, <br />walkways or trails) would be most effective and alternative use <br />of park dedication fees and the location of such amenities in the <br />neighborhood. <br /> <br />Park Dedication <br />Super Target <br />
