<br />REQUEST FOR COUNCIL DISCUSSION AND DIRECTION <br />Date: 05/1 0105 <br />Item No. <br />Agenda Section: <br /> <br />City Manager Approval <br /> <br />Department Approval: <br />DW <br />Item Description: <br /> <br />Origins of City Owned Storm Water Pond Facility west of2785 Fairview <br />and adjacent to Langton Lake Park (PF3595) <br /> <br />1.0 BACKGROUND: On May 9, 2005 the City Council requested a report on the <br />origins of the city owned storm water pond located off the southeast corner of <br />Langton Lake Park and due west of the Robert Hagen Property located at 2785 <br />Fairview Avenue. <br /> <br />2.0 PROJECT HISTORY: <br /> <br />2.1 In August of 1994 the City of Roseville purchased the west 2.05 acres of the Robert <br />Hagen Property, located at 2785 Fairview Avenue, for $225,000. Until 2003 this site was <br />zoned I-I, Light Industrial and has been a P~9:1~ of existing TIF Re4~!,~lopment Distlict 11. <br />It was originally part of a truck tenninal, and later a Recycling Center operatecfby Mr~~"' <br />Hagen. (On the east side and south side of this parcel is trunk sanitary sewer easement, <br />including for the metropolitan area sanitary sewer interceptor.) <br /> <br />2.2 As part ofTIF District 11, Ryan Companies (the developer) and City were required to <br />build storm water piping and ponding to accommodate the newly reconfigured <br />impervious surfaces being created for the Twin Lakes Medical Building (1835 County <br />Road C), the Twin Lakes Corp. Center Phase III building (2660-2680 Arthur Street), the <br />Twin Lakes Corp. Center Phase II building (2720-2754 AIihur Street) and the Twin <br />Lakes Corp. Center Phase I (1985-1915 County Road C). <br /> <br />2.3 The City hired engineering and hydrology consultant OSM to design a sedimentation <br />pond on the 2 acre site. l)e site Qlan illclllcled anistl1l}lll~LfQl!l1e~~Y~l]lll~Lg:ossillg of the <br />pond by Twin L~kesP~rk'N.9:Y' The pond was designed with capacity to be a -catcl1llle;t <br />basin for surface water running nOlih on the City's Arthur Street right-of-way and from <br />abutting properties. In addition, this sub-watershed included contributing properties on <br />the south side of County Road C. Portions of the pond and piping system were paid for <br />from an assessment to benefiting propeliy owners. <br /> <br />2.3 The pond (with the road istlmms) has functioned properly as a sedimentation pond since <br />the completion of construction in late 1994. hl October of 1998, with the help of <br />--"~"r"~~~-"~~"""~~---" <br />consultant BRW, the City completed a detailed site study for the location for proposed <br />Twin Lakes Parkway and by O!~~J?roveQ an '~Qifi~i~of~~~~:igl1L9f <br />way location.
