<br />2.4 Until August of2003, the parcel was designated as Light Industrial, when the City Park <br />and Recreation Commission and the Planning Commission recOllli11ended to the City <br />Council that a new land use zoning district be created - a Park and Open Space District. <br />This district was intended to place a land use designation on each public "park" and each <br />"open space" owned by the city and county. City parks are identified in the system plan <br />of the Park and Recreation section of the Comprehensive Plan, last updated in 2003. <br /> <br />2.5 While designated in 2003 for Park and/or Open Space Use, the 2 acre Hagen parcel is I!5't <br />included in either the Park SYE1~lJl12laJ1 or inthe Langton Lake Master Plan. There is no <br />record of official City Council action to;;:lOv~the ownership or management of this stonn <br />pond area into the Langton Lake Park nor does the DSU Langton Lake Park Master Plan <br />of 1988 illustrate this parcel as pari of the Parle A Langton Park pathway and boardwalk <br />skirts the west side of the storm pond parcel. It is, however, shown on the Twin Lakes <br />2001 Proposed Storn1 Sewer Map as a "Stonn Pond" and as a "Storm Pond LL-P3" on <br />the City of Roseville Natural Resource Inventory of February, 2002. The pond has 42 <br />inch and 24 inch pipe inlets into the site from surrounding drainage areas and catch <br />basins. The outlet from the pond to Langton Lake is a 12 inch pipe and weir at the north <br />end of the pond, and an overflow riprap spillway. <br /> <br />2.6 Since no indication of "Park" designation for this stonn pond parcel is shown in the <br />Langton Lake Park Master Plan of 1988, today it remains a city owned "stonn pond" and <br />"open space", much as others in the community have done for years (such as some of the <br />Ramsey County Open spaces, the City's Mildred at C-2 pond, the City's Walsh Lake, the <br />City's Skillman and Alameda Ponds, and the pond at Victoria and B.) <br /> <br />2.7 In April of 2005, the City staff prepared the boundary for proposed TIF District 17. It <br />included the same stOlID pond parcel as in TIP District 11. In both cases, it has been <br />important to illustrate the location of Twin Lakes Parkway through the storm pond parcel, <br />because the cost of constructing this public infrastructure (the Parkway) will be suppOlied <br />by the use of the District 11 and/or District 17 TIP funding. The pond shape and size may <br />change because of the construction of the road itself, but it will be regraded to function as <br />the sub-watershed storm pond. There is no proposed development by the Master <br />Developer (Rottlund) planned for the storn1 pond parcel. <br /> <br />3.0 STAFF CONCLUSION: <br /> <br />3.1 The parcel was bought by the City in 1994 for the specific purpose of holding storm <br />water and slowing the flow of sedimentation into the Lake. It is a necessary pari of the <br />storm water management system and must remain as such. The parcel is not part of the <br />1988 Langton Lake Park Master Plan. It is open space. In 2003 the zoning on the parcel <br />was changed from Industrial (I-I) to Park and Opens Space (POS). <br /> <br />3.2 In summary, the parcel was bought to function as pari of the public infrastructure pond <br />and road right-of-way necessary to serve Twin Lakes Redevelopment. Funds from TIP <br />District 17 may be used to help construct these improvements, therefore the parcel is <br />within the City's Development District.
