<br />companies to pursue environmental site assessments and <br />remediation of contamination voluntarily through the MPCA's <br />Voluntary Investigation & Cleanup Program (VIC), thereby <br />speeding up the process of environmental remediation of <br />contaminated land and groundwater. <br />. To have a funding option in place for property owners, <br />developers, new companies and the City of Roseville for clean- <br />up in the Twin Lakes Business Park and in the Twin Lakes <br />Parkway right-of-way as part of redevelopment according to <br />the approved master plan. <br />. To create a funding source that will be available for unforeseen <br />clean-up costs that may be identified during the assessment <br />and clean-up processes. <br />. To provide a source of matching funds for property owners, <br />developers, new companies and the City of Roseville <br />necessary for accessing grants from the Minnesota <br />Department of Trade & Economic Development (including the <br />Contamination Cleanup Grant, which requires a 25 percent <br />local government match), Petrofund, and the Metropolitan <br />Council Demonstration Fund. <br />. To create a funding mechanism that provides low-interest <br />loans for brownfields cleanup that has the potential to leverage <br />additional loans from private banks. The City of Roseville will <br />partner with local banks to create funding strategies for <br />brownfields cleanup whenever possible, in order to leverage <br />EPA funds and to encourage lending institutions to participate <br />in environmental clean-up projects. <br />. Create a revolving loan fund to use throughout Roseville <br />redevelopment areas for contamination cleanup as an <br />incentive to redevelop underutilized commercial areas. <br /> <br />Potential BCRLF Borrowers, in order of priority: <br /> <br />1 . City of Roseville, to facilitate the construction of the Twin Lakes <br />Parkway in order to open up the Twin Lakes Business Park to <br />redevelopment. <br />2. Private and nonprofit entities, to cleanup parcel(s) within the <br />Twin Lakes target area in order to redevelop them in a manner <br />consistent with the stated comprehensive plan goals for Twin <br />Lakes. <br /> <br />Top of Page <br />
