Date: 05/16/05 <br />Item: 4. <br />City Council <br />Rules of Procedure <br />To: Roseville City Council <br />From: Neal Beets <br />Date: Thursday, May 12, 2005 <br />Re: Agenda Item 4 <br />Attached are your individual comments about the Rules draft that I wrote following your <br />Saturday, February 19 discussion of this issue. <br />I see the following points in dispute among you. I suggest you give us direction by <br />voting one way or another on these disputed points. Then we can draft a final document <br />that complies with the majority's wishes. <br />Items in dispute: <br />1. Whether the initial comment opportunity at the beginning of a council meeting to <br />talk about any city issue not on the agenda is for City residents or for anyone. <br />2. Whether there should be a time limit on public comments. If so, what is that time <br />limit. <br />3. Whether signs can be displayed in the council chambers during council meetings. <br />If so, in what manner. <br />4. Whether individual Councilmembers can direct staff to assist them individually. <br />If so, regarding what types of assistance. <br />5. Whether individual Councilmembers can ask staff to assist them individually. If <br />so, what is the consequence of staff declining the request. <br />6. Whether the Council as a body directs the City Manager to provide assistance for <br />them, other than for routine requests for information by individual <br />Councilmembers. <br />7. Whether council meetings must conclude by a certain time. If so, whether that <br />time is 11 p.m. or 10:30 p.m. And if so, whether the meeting shall be recessed to <br />the next day or to some other day established by a majority of the Council. <br />8. Whether all council meetings outside of city hall shall always be videotaped by <br />city staff. If so, whether this includes meetings at the offices of state officials, <br />grand openings, neighborhood meetings, task force meetings, and the like. <br />9. Whether these Council rules can be suspended. If so, by what kind of majority <br />vote - a simple majority or a 2/3's majority as stated by Roberts' Rules of Order <br />which the Council has adopted. <br />10. Whether these Council rules have an effective end-date. If so, what is that end- <br />date. <br />
