The Council adopts the most recent edition of <br />7 Roberts' Rules of Order for all Council meetings. <br />9 2. Agenda. Any Councilmember may add an item or items to a Council Agenda <br />10 until 12:00 Noon on the Wednesday preceding a Monday City Council <br />11 meeting. <br />12 <br />13 <br />14 B. Presentations will be limited tn_~ minutes per speaker. <br />22 [The "purpose" of public comment is clearly tci allow Roseville residents <br />23 to comment on non-agenda items. There appears to be an idea that this <br />24 means that nr~n-residents cannot speak during public comment. That is not <br />25 what the r~i lc ~a~-s and it is simply not practical to screen out non- <br />26 residents, so tl~~ ~~ ti~~ill be speaking. However, there is value in clearly <br />27 explaining t~~a~ the purpose of thae public comment is for Roseville <br />28 residents. is am~nnc ,u~~~uin~ that this is not the purpose of public <br />29 comment? <br />30 Regarding the time limit on speakers. I see this as a pretty straightforward <br />31 way to balance the interests of citizen "A" who speaks during public <br />32 against the interests of citizen "X," who has an item on the agenda near <br />33 the end of the meeting. Citizen X shouldn't have to have his item <br />34 addressed later in the evening <br />35 b. Public Comment pertainin tgo agenda items is for the purpose of allowing <br />36 any member of the public an opportunity to provide input on that item. <br />37 These public comments will en~erally be received after the staff <br />38 presentation on that agenda item and before Council discussion and <br />39 deliberation. These public comments are also limited to 5 minutes per <br />40 s ep aker. <br />41 c. Members of the public are always free, and encouraged, to reduce to <br />42 writing their comments about city business and to submit written <br />43 comments to the Council or staff before, during, or after a Council <br />44 meeting. <br />
