Except for routine requests for information or to <br />11 place an item on a Council agenda, no individual Councilmember shall order or <br />12 direct a staff member to perform any action; instead, a majority of the Council <br />13 acting at a Council meetin sg hall dive staff direction and guidance. Councilmembers placing items on the a~ci~~la shall endeavor to provide in <br />21 the Council packet as much background inlornlation as possible about the <br />22 agenda item so the Council, Community, and staff can inform themselves <br />23 about the issue being_presented. [One of the g~~als we should be striving <br />24 for is transparency. This helps provide transparency for the public <br />25 concerning the actions of the council, plus it helps other council members <br />26 understand the agenda item.] <br />27 b. Adjournment. My concern is that such a rule creates an incentive for <br />37 council memh~rs who don't want the council to take a particular action, but don't <br />38 have the votes to stop the action, to talk items to death to prevent the council from <br />39 acting in a timely way.] <br />40 <br />41 <br />42 5. Videotaping. Except for closed executive sessions authorized under state law <br />43 and meetings of Councilmembers outside of the City Council Chambers, all <br />44 meetings of the City Council shall be videotaped. When the Council decides to <br />45 meet outside the City Council Chambers, the Council may by motion also direct <br />46 that the meeting shall be videotaped. <br />2 <br />
