2000 Census Data <br />As noted above, the Program was originally premised on providing an economic benefit to <br />selected homeowners. During discussions on the Program in 2003, the Council received some <br />statistics from the 2000 Census that summarized the general economic conditions of Roseville <br />households. Based upon a 15% sample of households the data shows that: <br />a) 4% of households have income below the poverty level (defined as $12,000 annually for a <br />2-person household). 19% of households have income below $25,000 annually. Statistical <br />information regarding household expenses was not available <br />b) 2% of households are currently receiving public assistance income. This could include <br />federal, state, or local assistance programs <br />c) 31 % of households are receiving Social Security Income at an average of $14,000 annually <br />d) 21 % of households are receiving Retirement Income at an average of $22,000 annually <br />The Census data suggests that approximately 20-30% of all households in Roseville are <br />receiving some form of fixed income payments. Although not explicit in the data, it suggests <br />that these same homes are receiving income from multiple sources, that when combined <br />produces an average household income ranging from $14,000 - 36,000 annually. Keep in mind <br />that all of these amounts are in 1999 dollars. For comparative purposes, one would have to look <br />at general living expenses in 1999 dollars as well. <br />The Census data indicates that 2% of Roseville households are currently receiving public <br />assistance income. It is feasible that a higher percentage of households are eli ig ble to receive <br />assistance, but have chosen not to apply. Based on the Census data, that figure is not likely to be <br />any higher than 4-5%. <br />Request for Council Action <br />The Council is asked to consider whether to amend the City's Discount Program to include <br />owner-occupied, multi-family housing, and/or by some other means that the Council deems <br />appropriate. <br />3 <br />
