memo
2 of 2
• Reduced the cost to develop nutrient reduction strategies for external loads to Bennett Lake, Lake
Emily and Lake Owasso. No longer developing nutrient reduction strategies for the Shoreview
Lake subwatershed. This task will build upon the evaluation conducted for the Lake Owasso Use
Attainability Analysis. It will include an evaluation of any new monitoring data collected since
2008 and will come up with specific recommendations for implementation where it is possible or
it will present findings from the state -of -the- science to substantiate further research or no action.
• Eliminated the task to evaluate nutrient reduction strategies for addressing the internal load in
Lake Owasso. The rationale for this decision is that the Lake Owasso Use Attainability Analysis
already makes recommendations for in -lake water quality improvements (treatment). The
Restoration and Protection Plan will focus on external sources of phosphorus (within the drainage
area and internal loads from wetlands within the drainage area) and the Implementation Plan will
make recommendations for implementation activities that should be conducted by the GLWMO
as well as others.
Reduced the cost to develop nutrient protection strategies from the northern portion of the
watershed since many of these strategies have already been identified in the DRAFT Grass Lake
WMO Watershed Management Plan. The Restoration and Protection Plan will review and
incorporate these strategies as well as discuss opportunities for additional strategies with the City
of Shoreview and Ramsey County.
Reduced the cost to draft the Implementation Plan since GLWMO developing one comprehensive
report.
Revised Requested Budget
Task
Estimated Cost
Outreach and Participation
$15,504
Data Analysis and Modeling
$29,060
Protection & Restoration Plan
$64,562
TOTAL
$109,126
In -Kind Contribution(s) from GLWMO, Ramsey County and Member Communities
Task
Estimated Cost
Lake Owasso Use Attainability Analysis
Completed in 2009
Water quality monitoring
$26,150
Meeting coordination
$2,500
TOTAL
$28,650
Emmons & Olivier Resources, Inc.
651 Hale Ave N, Oakdale, MN 55128 p: 651.770.8448 f: 651.770.2552 www.eorinc.com
