memo
5of11
Response The Implementation Plan does this in the following two ways: (1) under the monitoring
program, specific monitoring tasks to be conducted by the cities are provided in RED and
(2) implementation activities that the GLWMO expects financial assistance to conduct
are flagged by providing a 50% cost share note in the " GLWMO cost share" column.
This will be articulated on page 94 and made clearer in the Implementation Plan.
Comment (TP) I recommend the GLWMO wetland policy include language that requires that all wetland
impacts (within GLWMO) are replaced within the GLWMO watershed or other
GLWMO Board approved location if no site can be found in GLWMO. I would hope that
a Wetland Replacement Plan could be part of the GLWMO Wetland Management Plan.
Note: I would assume that an amendment to the GLWMO Plan will be required to
include specific management criteria that will transcend WCA rules.
Response A statement re: preferences for wetland replacement (no net loss in the drainage area,
watershed, etc.) will be added to Section 5.2.2 Wetland Management (page 100). In
addition, the Wetland Management Plan would address wetlands replacement and yes,
an amendment would be required to adopt the wetland management plan and specific
management criteria that transcend WCA rules.
Issues Identification
Comment (KE) Add lake levels to the issue summary for Snail Lake
Response This change will be made to the plan
Comment (JM) Page 120 - Under 1.19.g Lake Judy should be Bennett Lake
Response This change will be made to the plan
Comment (TM) Page 120 - It is mentioned that the City of Roseville installed a BMP on Lake Emily, is
this correct as Emily is in Shoreview?
Response This will be corrected in next draft of the plan
Comment (JM) Page 133 - "a sense of responsibility or ownership which can negatively" should read "a
sense of responsibility or ownership, which can negatively"
Response This change will be made to the plan
Comment (DS) 1.19d Conducting a fish kill will potentially be an issue for the City of Roseville Parks
Department as well as the Minnesota DNR
Response No change needed
Comment (DS) Last sentence of the issue summary for stormwater management (page 130) implies that
the communities do not have stormwater management standards in place.
Response While there is a sentence earlier in the issue summary paragraph (page 129 that states
The cities of Roseville and Shoreview currently implement stormwater management rules
and conduct maintenance activities to insure the performance of stormwater management
Emmons & Olivier Resources, Inc.
651 Hale Ave N, Oakdale, MN 55128 p: 651.770.8448 f: 651.770.2552 www.eorinc.com
