memo
6of11
practices" it was agreed that additional language clarifying that the GLWMO would like
member communities to update these standards and referring the reader to section 5.0
Management Standards would clarify the issue. This will be addressed in the next draft
of the plan.
Comment (DS) Regarding 7.2.e the City of Roseville does not have any septic systems as these are
prohibited by code.
Response This implementation item will be changed to reflect this — strike Roseville from the
implementation activity (or strike the activity if Shoreview has a similar ordinance in
place).
Comment (DS) Modify the first sentence of the Financing Issue Summary so that it reads "The GLWMO
obtains the majority of its funding from "stormwater fees" (instead of taxes)..."
Response This change will be made to the plan
Comment (KE) Modify Goal 1.2 (page 111) so that it reads "Maintain or improve the water quality of the
GLWMO water resources to allow for the coexistence of recreational uses to the extent
feasible (including aesthetics, boating, fihing, swimming where applicable, etc), high
water quality, and wildlife habitat.
Response This change will be made to the plan
Comment (KE) In the Lake Owasso Issue Statement (page 113) there is a sentence that should be
modified as follows: "There are discharges of untreated stormwater runoff from public
and private parcels that impact the lake's water quality.
Response This change will be made to the plan
Comment (MM) In the Lake Owasso Issue Statement (page 114) there is a sentence towards the bottom
which reads "There is a lake association, the Lake Owasso Association (LOA), which has
participated in stewardship activities for the lake and its drainage area ". It seems that the
LOA is mostly involved in aquatic vegetation management and not so involved in
stewardship within the drainage area. Please clarify or consider revising the sentence to
reflect actual activities.
Response The LOA is primarily involved in aquatic vegetation management. Reference to
stewardship actvities in the drainage area will be deleted from this sentence.
Comment (MM) Regarding implementation activity 1.19.b, clarify what is meant by the statement that the
TAC will assist the LOA with lake vegetation issues.
Response The following will be added: This may include education on aquatic vegetation
identification, the benefits of aquatic vegetation and systems ecology.
Comment (MM) While the City of Shoreview is interested in increasing the application of pervious
surfaces in the city and the watershed it will not be possible to construct the Wilson park
Trail using these materials as the city does not have the maintenance equipment required
to ensure its long -term performance.
Emmons & Olivier Resources, Inc.
651 Hale Ave N, Oakdale, MN 55128 p: 651.770.8448 f: 651.770.2552 www.eorinc.com
