<br />City Council Regular Meeting - 01110/05 <br />Minutes - Page 16 <br /> <br />Councilmember Ihlan so requested an estimate from staff. <br /> <br />Mayor Klausing so directed staff. <br /> <br />Community Development Director Dennis Welsch reviewed <br />meeting schedule to-date and Planning Commission <br />recommendations for requested actions tonight. Additional detail <br />had been prepared by staff and the developer for Twin Lakes <br />Parkway as requested by the City Council at their December 20, <br />2004 meeting, with this meeting serving as a continuation of the <br />presentation of the proposal. Mr. Welsch noted that tonight's <br />requested action was for land use consideration only, not any <br />financing requests. Mr. Welsch briefly presented the proposed <br />redevelopment of the Twin Lakes area; noting that staff <br />continues to recommend approval of the proposal as outlined and <br />presented. <br /> <br />Councilmember Ihlan clarified her perception of the City <br />Attorney (Jay Squires) legal written opinion related to the B-6 <br />Business Park zoning request and opined that Minnesota Statutes <br />would require a 2/3 majority (or 4/5 vote) of the City Council to <br />amend a City Comprehensive Plan. <br /> <br />Additional written materials presented included, a letter dated <br />January 7,2005 from Dan Soler, P. E. , Traffic Engineer with the <br />Ramsey County Department of Public Works, outlining his <br />department's review of the proposed elimination of the Twin <br />Lakes Parkway segment; collation by staff of resolutions and <br />contracts relating to Exclusive Negotiations with Rottlund <br />Company and the City of Roseville; and a letter date January 6, <br />2005 from Stephen Wilson, Senior Associate at SRF Consulting <br />Group, Inc. regarding the proposed elimination of a segment of <br />the Twin Lakes Parkway. <br /> <br />City Attorney Anderson clarified his interpretation of tonight's <br />requested Council action. City Attorney Anderson requested <br />additional time to review the specific question that had been <br />addressed to City Attorney Jay Squires before commenting <br />further on his written legal opinion; and offered to respond in <br />writing within the week to tonight's Council questions. <br />
