City Council Regular Meeting - 01110/05
Minutes - Page 17

Further discussion ensued related to requested action; the 60-day
ruling; and the need for Council action prior to the February 4,
2005 deadline of the 60-day ruling.

Mayor Klausing invited public comment at this time.

Terry Moses, 1776 Maple Lane
Mr. Moses expressed concern about a super majority of the City
Council regarding amending the Comprehensive Plan; noting his
conversations with a Real Estate attorney.

Al Sands, 2612 Aldine
Mr. Sands addressed recent recommendations of the Parks and
Recreation Commission regarding park land dedication and
potential splitting of the Twin Lakes Parkway, and questioned
whether or not the City Council would be acting on their
recommendation. Mr. Sands also displayed several maps of the
proposed parkway, asking for clarification of his perception of
inaccuracies on actual footages and location of the proposed
parkway.

Sheila Cunningham McComb, and daughter Elly, 3092
Mount Ridge Road
As a neighbor of the proposed Twin Lakes project, Ms. McComb
had brought her daughter to tonight's meeting for the City
Council's awareness of the impacts of their decisions as they
related to increased traffic flow and congestion. Ms. McComb
noted that her daughter was one of 20 in the neighborhood, and
opined that the proposed "big box retail," would have significant
and negative impacts on the neighborhood. Ms. McComb
specifically requested a statement in the media from
Councilmembers Maschka and Schroeder, and Mayor Klausing
and staff, justifying their support of this project, benefits and
costs of amending the original Master Plan. Ms. McComb
concluded by opining that the City didn't need to provide a
"corporate handout," citing local tax increases; and as a citizen,
taxpayer and voter, requested that a cost benefit analysis be
provided to all citizens of Roseville.

Anne Mockovak, 1418 W Belmont Lane
