<br />City Council Regular Meeting - 01110/05 <br />Minutes - Page 23 <br /> <br />opined that he would prefer to see the area stay as it is, as the <br />additional traffic will impact his life and neighborhood. <br /> <br />Mayor Klausing closed the public comment portion of the <br />meeting at this time to allow Council discussion. Mr. Klausing <br />requested a report from the developer or staff related to potential <br />disconnect of the Twin Lakes Parkway as discussed at the <br />December 20,2004 meeting. <br /> <br />Tim Whitten, Rottlund Homes <br />Mr. Whitten summarized the engineer's study of the possible <br />elimination of the proposed Twin Lakes Parkway between Prior <br />Avenue and Arthur Street. Mr. Whitten advised that engineers <br />had determined that such a "disconnect" would result in several <br />negative effects on the surrounding roadway system, including a <br />20% increase in traffic on the traffic-sensitive segments of <br />Fairview Avenue and County Road D compared to the <br />alternative with a full connection; increased traffic at critical <br />intersections along County Road C and Cleveland Avenue, <br />reducing some intersections to a failing level of service; and <br />increased traffic at the unsignalized intersection of Arthur Street <br />and County Road C, resulting in potential safety issues. <br /> <br />Mr. Whitten further discussed substantial relocation of the <br />proposed parkway, and potential negative aspects from a <br />developer's perspective. <br /> <br />Discussion among Councilmembers and Mr. Whitten included <br />parking issues; the exhaustive analysis of all options; and the <br />possible movement of the parkway an additional 15' south of the <br />original location, with removal of public parking on the north <br />edge of the parkway, allowing more room for landscaping. <br /> <br />Further discussion ensued related to impacts of future <br />development; stacking distances between traffic signals; <br />developer reactions to questions and comments from the last <br />Council meeting; and elevations (graphics) showing actual <br />distance of the proposed parkway from the lake. <br /> <br />Joe Samuels, Site Engineer from RKO <br />Mr. Samuels presented the engineer's drawings to clarify the <br />
