<br />City Council Regular Meeting - 01110/05 <br />Minutes - Page 25 <br /> <br />the strong retail market in the area and the strong tax base <br />available for the community; that the environmental resolutions <br />will need to be brought to a higher standard and will address the <br />on-site pollution; and further opined that this development did <br />not represent urban sprawl, but more accurately reflected <br />sustainable development with housing adjacent to retail that <br />supports that housing; and that he had heard more favorable than <br />negative comments from constituents regarding big box retail. <br />Councilmember Schroeder recognized that this was a difficult <br />decision, but noted that it was advantageous for the community <br />to lead in the development, since they were not owners of the <br />land, and the area was blighted and needed to be cleaned up; and <br />the remaining concerns would be addressed as the project <br />continued to develop. <br /> <br />Further discussion <br />Councilmembers. <br /> <br />ensued <br /> <br />with <br /> <br />rebuttals <br /> <br />among <br /> <br />Roll Call (Ihlan/Kough Motion to Deny) <br />Ayes: Kough and Ihlan. <br />Nays: Maschka, Schroeder and Klausing. <br />(Motion failed.) <br /> <br />Councilmember Maschka sought confirmation and clarification <br />from City Attorney Anderson as to his interpretation of the <br />shoreland management concerns, the Comprehensive Plan, and <br />majority vote. <br /> <br />City Attorney Anderson reiterated his preference for further <br />review of the shoreland plan, which he would address in the near <br />future. However, Mr. Anderson confirmed that the actions <br />requested tonight and proposed motions related to the concept <br />plan were appropriate. <br /> <br />Mayor Klausing sought clarification from City Attorney <br />Anderson on Mr. Carlson's concerns related to rezoning property <br />and land use proposals from an applicant that is not a land owner <br />and potential impacts. <br /> <br />City Attorney Anderson clarified that it didn't matter who <br />proposed a parcel's rezoning or amended classification; and he <br />
