<br />City Council Regular Meeting - 01110/05 <br />Minutes - Page 26 <br /> <br />found no prohibition in the law, that it was more of a policy <br />decision, not a legal problem, for the Council's review and <br />consideration. <br /> <br />Further discussion ensued regarding first and second readings of <br />zoning ordinances and amendments; and permit application <br />requirements. <br /> <br />Councilmember Kough presented a letter to be included as part <br />of the record and in the minutes, dated January 5, 2005, <br />addressed to individual City Councilmembers and the City <br />Attorney, offering objections to tonight's proposed requests for <br />action related to this issue, and signed by Ms. Ihlan and <br />Councilmember Tom Kough. <br /> <br />[12.1 Master Site Plan Amendment] <br />Maschka moved, Schroeder seconded, and later amended <br />approval of the proposed amendment to the Twin Lakes Master <br />Site Plan, as prepared by Rottlund Homes for the October 14, <br />2004 Planning Commission and October 25, 2004 Council <br />meetings, and revised at the January 10, 2005 regular Council <br />meeting to move the location of the proposed Twin Lakes <br />Parkway further south 15 feet with elimination of parking on the <br />north side of the parkway; subject to approvals and permits from <br />the Rice Creek Watershed Organization and the Minnesota <br />Department of Natural Resources (MnDNR). <br /> <br />Councilmember Ihlan spoke in opposition to the motion, <br />reiterating her comments and concerns from previous meetings <br />and correspondence related to her perception of a 4/5 <br />requirement for amendment of the Comprehensive Plan and the <br />"Twin Lakes Redevelopment Area Project; Roseville <br />Comprehensive Plan, approved by the City of Roseville City <br />Council on June 26, 2001." <br /> <br />Councilmember Kough questioned fellow Councilmembers as to <br />their acceptance of any campaign contributions from the <br />developer. <br /> <br />Mayor Klausing responded negatively, and took exception to the <br />questions. <br />
