Councilmember Maschka opined that this area <br />was a "mess" and a visual eyesore; that retail traffic would be in <br />and out; polluted areas needed to be cleaned up; and while this <br />may not be an ideal development, the concept had been used in <br />other metropolitan communities with success, and the long-term <br />housing benefits, without application of fiscal disparities, would <br />serve the community well. Councilmember Maschka further <br />acknowledged that the City did not own the land; and economic <br />development decisions were always difficult and controversial, <br />but that the community has continued to evolve and change, and <br />had faced other controversial issues, and that this project creates <br />a good opportunity for the City of Roseville. <br /> <br />Councilmember Schroeder took exception to Councilmember <br />Kough's question regarding campaign contributions, and stated <br />that he had not taken any contributions from anyone representing <br />the developer. <br /> <br />Further discussion ensued regarding projected traffic numbers <br />and interpretations of those traffic projections. <br /> <br />Roll Call (12.1, Master Site Plan Amendment) <br />Ayes: Maschka, Schroeder and Klausing. <br />Nays: Kough and Ihlan. <br /> <br />[12.2 Preliminary Plat and Subdivision] <br />Maschka moved, Schroeder seconded, approval of the <br />Preliminary Plat and Subdivision, as prepared for the October 14, <br />2004 Planning Commission and the October 25, 2004 Council <br />meetings and revised at the January 10, 2005 regular Council <br />meeting to move the location of the proposed Twin Lakes <br />Parkway further south 15 feet with elimination of parking on the <br />north side of the parkway, by Rottlund Homes, creating a park <br />and pond dedication, 490 townhome lots, 240 condominium lots; <br />and retail or office lots, subject to approvals and permits required <br />by the Rice Creek Watershed Organization, the Minnesota <br />Department of Natural Resources (MnDNR), Ramsey County, <br />and the Minnesota Department of Transportation (MnDOT). <br /> <br />Councilmember Ihlan reiterated her concerns related to <br />
