<br />City Council Regular Meeting - 01110/05 <br />Minutes - Page 27 <br /> <br />Mayor Klausing spoke in support of the motion, opining that <br />tonight's proposal was not the same as that was first presented by <br />Roseville Properties, and to which he was opposed. Mayor <br />Klausing spoke in support of the housing component of this <br />proposal; clean up of polluted land; improvements to Langton <br />Lake; and the long-term benefits to the overall community. <br />Mayor Klausing further opined that development would happen, <br />and he preferred a more managed approach to development <br />and/or redevelopment of the area. Mayor Klausing noted that the <br />private developer shouldered the majority of the risk, rather than <br />the taxpayers. Mayor Klausing opined that he was comfortable <br />with the City Attorney's opinion that this did not violate the <br />Comprehensive Plan, given his expertise in land use law. Mayor <br />Klausing opined that he was supporting the use of a more <br />densely-populated urban housing style with supportive retail; and <br />in order for that portion of the project to succeed, that retail <br />needed a destination anchor (big box retail). Mayor Klausing <br />concluded by reiterating his support of the motion. <br /> <br />Councilmember Schroeder spoke in support of the motion, and <br />emphasized his concerns about Langton Lake as a valuable <br />resource that needs to be protected. Councilmember Schroeder <br />noted his service as Vice Chair on the Environmental Committee <br />for the Society of Civil Engineers, and his personal and the <br />group's dedication to that charge and responsibility. <br /> <br />Councilmember Maschka took exception to Councilmember <br />Kough's question regarding campaign contributions, noting that <br />he'd been in elected local government for approximately 14 <br />years, and he had self-funded most of his campaigns, and <br />clarified that he had not received contributions from anyone at <br />tonight's meeting. Councilmember Maschka noted that he was <br />elected to serve the community, using his intellect, research and <br />fact gathering, and to ultimately make decisions in the best <br />interest of the entire community. Councilmember Maschka <br />further acknowledged that this didn't always see him in <br />agreement with friends and family on various issues, but that at <br />times, there were trade-offs required in making these decisions <br />on complex projects and issues. Councilmember Maschka spoke <br />in opposition to any disconnect of the parkway due to increased <br />
