The memorandum was prepared at the request of the City of Roseville <br />to evaluate the impact of eliminating the segment of the proposed Twin L<Vces Parkway <br />between Prior A venue and Arthur Street. The County has the following comments and <br />concerns on this issue. <br /> <br />1. The section of County Road D between Cleveland Avenue and Fairview Avenue is in <br />need of reconstruction. The existing roadway has deficient pavement condition, <br />inadequate storm water treatment and insufficient capacity. The intersection of <br />County Road D at Fairview A venue operates poorly in the peak hours. The County <br />has always assumed that the construction of Twin Lakes Parkway would help <br />alleviate some of the demand on County Road D. If Twin Lakes Parkway is not <br />constructed as a continuous route between Fairview Avenue and Cleveland Avenue <br />the traffic volumes on County Road D are expected to grow by 20% with a projected <br />volume of 17,500 vehicles per day. This would mean that future reconstruction of <br />County Road D would result in a five-lane roadway with two through lanes in each <br />direction to provide adequate capacity. This results in a significant impact to adjacent <br />property owners. <br /> <br />2. The County is in the process of reconstructing County Road C between Snelling <br />A venue (TH 51) and Long Lake Road. The planning and design of this segment of <br />County Road C assumed a continuous Twin Lakes Parkway between Snelling Avenue <br />and Cleveland Avenue with direct connection to the 35W ramp.
