<br />traffic volumes on County Road C will increase to a level greater than the capacity <br />that will be constructed as part: of the County Road C project. Adding addition turn <br />lanes to the intersections on County Road C is not possible due to right of way <br />constraints including the railroad tracks. <br /> <br />3. The planning and design of County Road C also assumed a future traffic signal at <br />Prior A venue. The project will construct a frontage road and combine driveways on <br />the south side of County Road C to line up across from the existing Prior A venue, <br />which is assumed to be the primary access into the Twin Lakes development. The <br />spacing between Prior A venue and Fairview A venue will not allow an additional <br />traffic signal at Arthur Street. A disconnected Twin Lakes Parkway will direct <br />additional left turns onto County Road C at Arthur Street making that intersection <br />operate unsatisfactorily. <br /> <br />The County supports the construction of a continuous Twin Lakes Parkway between <br />Snelling A venue and Cleveland Avenue in order to make the entire transportation system <br />in this area serve existing and proposed development.
