<br />Rule 15-Community Comment <br />-:ommunity comment shall be allowed for Citizens to provide items of information to the COlmcil that are not on the <br />agenda. Time allotment may be limited.. All requests for City remedy or action shall be refelTed to the City Manager for <br />investigation and report. No action will be taken on any matter presented to the Council that is not on the agenda or <br />placed on the agenda according to rule. <br /> <br />Rule 16 Acting Mayor <br />The Acting Mayor shall be appointed by the Council in January of each year. <br /> <br />Rule 17 Council Liaison Assignments <br />The Council may appoint one or more members to serve as liaison to outside boards, commissions, associations, <br />j oint powers organzation as it deems appropriate. The City Manager will present a list of requested appointments <br />initiated by the organization or as provided by agreement or contract or organizational by-law. Previous <br />appointments shall remain in place until successor(s) are appointed. <br /> <br />Rule 18 Attendance, Vacancy and Policing <br />The Council shall govern its conduct and adopt such policies, rules and regulations as necessary for the ethical <br />performance of its duties. No Council member who resigns or is replaced shall vote for hislher successor. Filling c any <br />vacancy shall be as provided by state law. In the event of a member's inability or refusal to serve, a vacancy -may be <br />declared by the council when the officeholder is unable to serve in the office or attend council meetings for a 90-day <br />period because of illness, or because of absence from or refusal to attend council meetings for a 90-day period. If <br />any of the preceding conditions occur, the council may, after it has by resolution declared a vacancy to exist, fill the <br />vacancy at a regular or special council meeting for the remainder of the unexpired term or until the person is again <br />.:>le to resume duties and attend council meetings, whichever is earlier. When the person is again able to resume duties <br />and attend council meetings, the council shall by resolution remove the temporary officeholder and restore the original <br />office holder. <br /> <br />Rule 19 Meetings to conclude before 11 PM <br /> <br />All Council meetings shall conclude before 11 PM, unless extended by unanimous vote of Council. Items not <br />completed before 11 PM shall be shall be taken up at a specific special or regular meeting as determined by COllncil <br />before adjourning. <br /> <br />Rule 20 Adoption and Amendment of Rules <br />These rules shall be adopted each January or as soon thereafter as practical. The in-place rules will continue to <br />govern until amended or replaced. Any proposed amendment to the rules shall be made in writing and adopted by <br />resolution of the City Council. There shall be a waiting period for public comment and the conduct of additional <br />research of at least two weeks between the initial presentation of any proposed revision to the lUles and the final vote <br />unless waived by unanimous vote of the Council.
