<br />Rule 9 Minutes <br />As soon as a quonun is present at a regular or special meeting, and generally not later than 30 days after the <br />)revious meetings, minutes of the previous regular or special meetings shall be approved as presented or as <br />corrected by Council. Official minutes shall be maintained in City offices and shall be available for inspection. <br /> <br />Rule 10 Motions <br />Any motion, by any member, shall be reduced to writing upon request of any member. No motion shall be put to a vote <br />un ti 1 it has been stated by the recorder if requested by any member of the Council. Motions may be introduced after <br />hearing staff reports, responses to Council inquiries, and comments from the public or applicant. Any council member, <br />at any time may, by motion, call for a vote on a motion or to complete discussion. Adoption of the motion shall be by <br />three (3) members, except where a larger number is required by law or ordinance. <br /> <br />Rule 11 Minutes of Motions <br />Any motion made by a Council member shall be stated by the Recorder, it shall be in the possession of the CotU1cil, but <br />it may be withdrawn at any time by the Council Member presenting the motion before being amended or acted upon. <br />All motions and amendments thereto except friendly amendments accepted by the maker of the motion, shall be <br />entered into the minutes along with the vote thereon, whether they be adopted, rejected or withdrawn. Drafts of <br />minutes as prepared by the Recorder shall not be altered by Staff <br /> <br />Rule 12 Council Communications <br />Petitions, memorials, and other communications addressed to the Council shall be presented by the presiding officer or <br />by a member in his/her place, or may be read by the recorder at the request of a member or the presiding officer. All <br />petitions, memorials, and other communications which may be filed with, or delivered to the Manager prior to the <br />'1eeting or session of the Council shall be brought before the Council by the Manager. <br /> <br />Rule 13 Ordinances <br />Any Council member may a prepare a proposed ordinance. There shall be a waiting period for public comment <br />and the conduct of additional research of at least two weeks between the initial presentation of the ordinance <br />and the final vote unless waived by unanimous vote of the council. <br /> <br />Rule 14 Policy Development <br />The Council may, by resolution, from time to time, adopt positions of policy regarding governance, financing and <br />operations of City govemment. <br /> <br />3 <br />
