<br />City Council Regular Meeting - 01110/05 <br />Minutes - Page 8 <br /> <br />Agenda <br /> <br />3.a Approve Check Register (Consent Agenda 3.a) Check Register <br />Councilmember Ihlan referred to Page 3 of the Check <br />Register and four separate payments made to Krass Monroe <br />for Professional Services; requesting clarification of the <br />purpose of the payments. <br /> <br />City Manager Beets addressed the payment for Tax <br />Increment Financing (TIF) District #15, for the retainership <br />of Krass Monroe to defend the City related to litigation <br />with Mr. Allen regarding the City's early retirement of the <br />District. <br /> <br />Finance Director Chris Miller briefly addressed the other <br />three payments as most likely related to Twin Lakes, but <br />noted he would need to pull the actual invoices for more <br />detail. <br /> <br />Councilmember Ihlan noted that she had raised the <br />question as part of her ongoing attempt to monitor and <br />control consulting expenses within the Community <br />Development Department, and as specifically related to the <br />Twin Lakes Redevelopment project. Councilmember Ihlan <br />noted that she would be voting against approval of <br />tonight's Check Register until her issues had found <br />resolution. <br /> <br />Maschka moved, Schroeder seconded, approval of the <br />following claims and payments as presented. <br /> <br />Councilmember Kough concurred with Councilmember <br />Ihlan's concerns, and his preference for further discussion <br />on stafP s hiring of outside legal assistance beyond the <br />scope of the City Attorney; opining the need for those <br />items to come before the City Council for prior <br />authorization. <br /> <br />Further discussion ensued regarding the TIF District <br />litigation. <br />
