RCPW Invoice dated August 9, 2011 in the amount of $2,095.70, including $130.00 paid <br />to the Ramsey Conservation District by Ramsey County Public Works for GIS prep work <br />for the Lake Owasso vegetation study prior to cancelation of that proposed study by the <br />GLWMO <br />Motion 11 -08 -02 <br />Member Westerberg moved, and Member Miller seconded approval of the Consent Agenda items as <br />amended. <br />Ayes: 4 Nays: 0 Motion carried. <br />Lake Owasso_ Lake Vegetation Management Plan <br />Presentation by Mr. Tim Ohmann, Aquatic Plant Management Specialist, MN Department of <br />Natural Resources (DNR) <br />Chair Eckman introduced and welcomed Mr. Ohmann, who provided a brief background and status report <br />of the yet to be developed Vegetation Management Plan. Mr. Ohmann advised that no meetings had been <br />held to -date. However, Mr. Ohmann advised that it was his intent, as the DNR representative, to first <br />meet with Lake Owasso Homeowners and the GLWMO Board and other interested representatives from <br />the Cities of Shoreview and Roseville in December 2011 or early January 2012. Mr. Ohmann suggested <br />that a small committee of the aforementioned groups could review goals for Lake Owasso vegetation <br />management and develop the a Draft Management Plan. Mr. Ohmann advised that this Plan was <br />necessitated by a change in DNR Rules in 2009 as ordered by a State Administrative Law Judge whose <br />charge was reviewing and determining that DNR vegetation management rules will be implemented fairly <br />and equitably across the State. Lake Owasso is one of a few "grandfathered Lakes ", for vegetation <br />management and as such, it is required to become compliant with DNR Rules. If a Vegetation <br />Management Plan specific to Lake Owasso and those other "grandfathered" lakes was not completed, <br />they would then fall under the same rules as other lakes throughout the state of MN. Mr. Ohmann noted <br />that the Management Plan would need to be in place and in effect by January 1, 2014, or if not in place, <br />Lake Owasso would fall under those general rules. <br />In response to Member Von De Linde's question on anticipated meetings, Mr. Ohmann responded that he <br />didn't anticipated any more than two to three (2 -3) meetings, followed by a Public Hearing to receive <br />public comment. Mr. Ohmann noted the limitations on his time in developing this Plan; and his interest <br />in completing the Plan as soon as reasonably possible, with a total of three (3) lakes scheduled for <br />completion this year and under Mr. Ohmann's direct responsibility. <br />At the request of Chair Eckman, Mr. Ohmann responded that the Plan, upon completion could be <br />implemented during the next treatment season cycle, or held off until 2014. <br />At the request of Mr. Petersen, Mr. Ohmann responded that this would be a DNR document, and would <br />guide aquatic plant management on Lake Owasso, and was specifically designed for lakes experiencing <br />invasive vegetation species, not a "one size fits all" approach. <br />Lake Owasso resident, Mr. Len Ferrington arrived at this time, approximately 4:07 p.m. <br />Member Von De Linde questioned Mr. Ohmann's perspective on the meeting process and how previous <br />meetings had been received for other grandfathered lakes. <br />Mr. Ohmann advised that the first meeting was with interested parties, with his submission of a draft Plan <br />to them after that first meeting, after which he will make any revisions for the next meeting. Mr. Ohmann <br />advised that, from his past experience, the meetings for area metropolitan lakes were not usually well - <br />attended. <br />2 <br />
