Chair Eckman asked if the GLWMO Board was a recipient of Mr. Ohmann's distribution last for these <br />meetings; with Mr. Ohmann responding that Mr. Petersen was on the distribution list. <br />Mr. Ohmann advised that he would provide Mr. Petersen with a suggested meeting time, as well as staff <br />representatives for the Cities of Roseville and Shoreview; and would work with Mr. Petersen on logistics <br />for the meeting. Mr. Ohmann advised that Mr. Petersen could disseminate information to GLWMO <br />Board members and any homeowners showing interest in the meetings beyond those of whom he was <br />currently aware. Mr. Ohmann anticipated the first meeting would be held before 2011 yearend, then the <br />second meeting in January or February, 2012, and a potential March 2012 meeting for the Public Hearing. <br />At the request of Mr. Petersen, Mr. Ohmann confirmed that the Plans were usually of a five (5) year <br />duration, and could be modified or eliminated, or not renewed depending on specifics for that particular <br />lake. <br />City of Roseville staff representative Duane Schwartz arrived at this time, approximately 4:10 p.m. <br />Mr. Ohmann confirmed that a vegetation survey had not been done for Lake Owasso this year; however, <br />he noted that it had been done in 2007 and 2010 by Ramsey County; and that these studies would be <br />adequate for his planning purposes. Mr. Ohmann noted that the DNR was cognizant of vegetation life <br />cycles in analyzing available survey data, with some species being more prominent at various times of the <br />year. <br />Chair Eckman asked if Mr. Ohmann had seen the Draft GLWMO 3rd Generation Plan and asked if he <br />would be reviewing the Plan on behalf of the DNR. <br />Member Westerberg asked if the DNR Vegetation Management Plan for Lake Owasso would be confined <br />to herbicide treatments. <br />Mr. Ohmann responded that if Lake Owasso preferred to use mechanical harvesting versus herbicide <br />treatments, it was fine, as long as it was identified as an option in the Plan; and confirmed that the DNR <br />was open to considering all legal methods for managing vegetation. <br />Chair Eckman and Board members thanked Mr. Ohmann for his presentation <br />Mr. Ohmann encouraged Mr. Petersen, or individual members of the GLWMO Board to feel free to <br />contact him at the DNR offices in St. Paul. <br />Public Comment Period (10 minutes cumulative) <br />Chair Eckman respectfully requested that audience members limit their comments to allow the meeting to <br />proceed in a timely manner. Members present were also reminded that they had the option to submit <br />written comments that would be distributed to the Board in advance of the meeting. <br />Len Ferrington, Lake Owasso Resident <br />Mr. Ferrington provided an update to the GLWMO Board of a situation reported in the past to the <br />GLWMO Board by residents regarding outflow issues on Lake Wabasso. Mr. Ferrington noted his <br />personal witnessing of the backflow from the outflow channel to the Lake. Mr. Ferrington noted that, <br />upon first hearing of the situation, it seemed that it would be an unusual occurrence; however, he was <br />aware of it happening twice in the last month during heavy rains, and advised that he had taken video <br />coverage during the last rain event. Mr. Ferrington opined that the size of the culvert when going under 1- <br />694 and an adjacent storm water pond seemed to be the issue, causing the channel to backward to the <br />lake. Mr. Ferrington noted that this only confirms what residents had told the GLWMO Board several <br />
