August 17, 2011 <br />To: Members of the GLWMO Board of Commissioners <br />From: Tom Petersen <br />Administrator <br />SUBJECT: BWSR Clean Water Legacy (CWL) Grant Funding <br />I am seeking, through Board motion, approval to work with both the cities of Shoreview <br />and Roseville to submit two CWL Grants requesting funds to supplement our current <br />shoreline and riparian buffer restoration cost -share program and to implement an <br />abandoned /unused well sealing cost -share program. <br />The cities will be the Grant(s) applicants and through a Memo of Agreement, the <br />GLWMO will be responsible for and perform all required and necessary administrative <br />functions (except that payments to either of the cost -share program recipients will be <br />managed through the City of Roseville). <br />Background Information <br />At the July 21" GLWMO Board meeting, FOR and I submitted a joint document seeking direction from <br />the GLWMO Board regarding whether the Board wanted to seek FY -2012 BWSR CWL Grant funding. <br />Our proposal listed six potential projects that seemed to quality for anticipated grant programs. <br />Since that meeting, we have learned that BWSR has adopted a policy requiring that a WMO's Watershed <br />Management Plan must be in effect as of October 1, 2011 to qualify for any and all of the CWL grant <br />programs offered by BWSR. The GLWMO Plan expired on July 25, 2011. BWSR staff have <br />determined that we do not qualify to apply for FY -2012 Grants. Pursuant to this policy, I met with <br />Mark Maloney and Duane Schwartz to discuss the possibility and feasibility of GLWMO working <br />through /with the cities to seek grant funding. Mark and Duane have agreed that they would be willing to <br />work with GLWMO to seek funds for two of the six proposed grant projects (Well sealing cost -share <br />and Shoreline restoration). <br />
