Page Two- <br />Grant Program Descriptions <br />There are a number of grant programs available to assist in funding potential GLWMO projects, however, <br />at this point in time it appears that the BWSR Clean Water Assistance Grant and the MN Dept. of <br />Health Well Sealing Grant will be the best match for our needs. <br />Timing for the BWSR CWL fund grants is as follows: <br />✓ BWSR staff issued the RFP process on August 8, 2011 <br />✓ Sept. 20 — Submittal deadline <br />✓ Dec. 15 — BWSR Board Approval <br />✓ Early Winter — Grant Agreements sent out <br />✓ Apr. 30 — Execute Grant agreements <br />The following are general- descriptions of the projects for- which I suggest we seek funding: <br />Please note- the exact logistics needed to implement will be detailed in the MOA agreed to with each <br />city. <br />1. Sealing Abandoned and Unused Water Wells to Protect Groundwater <br />The applicant will be the City of Roseville with the GLWMO serving to administrate the grant. <br />A MOA will be developed between the City and GLWMO specifying the details of the working <br />agreement. Utilizing either MDH Well Sealing Grant funding and /or BWSR Clean Water <br />Assistance Grant funding, Seek $40,000 in well sealing cost -share dollars to encourage local <br />landowners /water well owners to seal their abandoned and unused water wells. Funding could <br />be utilized watershed -wide or targeted to specific geographic areas/conditions. For example, <br />known areas of groundwater contamination, areas sensitive to contamination, or Wellhead <br />Protection /Drinking Water Supply Areas. <br />A water well sealing cost -share program can also serve as a "gateway" to increase the <br />groundwater resource "IQ" of the general public. That is to say, public awareness of groundwater <br />and its vulnerability to contamination. <br />The average residential water well within GLWMO is 2 to 3 inches in diameter and is between 75 <br />and 150 feet deep. Depending on where the well is located within the property/structure, sealing <br />costs can range from $500 to $1,500, with an average of $1,000. Based on a 1995 well survey <br />conducted by the Ramsey Conservation District, anywhere from 1,000 to 2,000 water wells exist <br />in the GLWMO area. Much of the area was developed prior to city water being supplied and thus <br />properties had wells for potable water. <br />
