Program Logistics: <br />With a $40,000 grant the GLWMO could seal between 40 and 60 wells. The property/well <br />owners would be required to fund 50% of the cost to seal the well with a maximum cost -share per <br />well of $750.00. <br />The GLWMO would administrate the grant and utilize $80 per well sealed, from the grant, to <br />cover administrative costs. If the GLWMO seals 60 wells, the GLWMO would generate $4,500 <br />to cover administrative costs. It is anticipated that approximately 1.2 hours of administrative time <br />per well and a $15 fee per check cut and mailed by the City of Roseville will be the total <br />administrative cost per well sealed. The GLWMO could use local papers to advertise the <br />program. <br />Note: The Capitol Region WD has offered well sealing cost -share for 9 years and I am told it has <br />been a great PR program for their organization. <br />2. Lakeshore Restoration and Riparian Buffer BMP Program <br />Seek $100,000 in funding to provide High - priority cost -share (75 %) for water resource shoreline <br />restoration and riparian buffer establishment. High - priority will be given to projects on Owasso, <br />Wabasso, and Snail Lakes (per GLWMO Plan designation). Low- priority cost -share (50 %) will <br />be given to other water resources within GLWMO. Note: "Impaired status" could also be used to <br />determine if high or low- priority water resource. <br />Program Logistics: <br />Approx. $75,000 of the grant will be available for BMP cost -share assistance. Grant recipients <br />will be required to provide 25% or 50% of the eligible construction and material costs depending <br />if they are high or low priority resources. Total project funding will be at least $125,000. <br />Approx. $15,000 of the grant will be utilized to provide technical design and construction <br />oversight assistance. The GLWMO will contract for this service. <br />Approx. $10,000 of the grant will be utilized by the GLWMO to administer the cost -share <br />program including BWSR's required contract management/reporting and the required 10 Yr. <br />maintenance review reporting. <br />The program would be run similar to the current BMP cost -share program with minor modifications to <br />target and satisfy BWSR requirements.
