Chair Eckman opined that additional public comment would be collected at the Public Hearing, and <br />ultimately responded to as well; Action items and directed Mr. Petersen to ensure comments and <br />responses were kept current on the GLWMO website as appropriate. <br />In follow -up to Mr. Ferrington's comments related to the backflow into Lake Wabasso and the lack of <br />time provided to the public to comment at the July 2011 GLWMO Board meeting on that very significant <br />issue, Mr. Roberts opined that it was his perception that the GLWMO Board was not receptive to, and <br />even appeared to find the concerns of those residents humorous or not worthy of the Board's further <br />consideration. Mr. Roberts expressed his concern that the Board, while being alerted to this major issue <br />within the GLWMO and residents expressing their dire problems, took no action. Mr. Roberts opined <br />that this was exactly the type of subject or topic that the GLWMO should be taking action upon, or at <br />least deferring it to one or both of the member cities for a response. Mr. Roberts applauded Mr. <br />Ferrington for bringing the issue up before the Board again tonight; and reiterated his strong concerns that <br />the GLWMO Board did not make note of it for follow -up from the July meeting. <br />Chair Eckman noted that, upon receipt of the written comments as part of the Third Generation Plan <br />review, such concerns would be formally in the system. Chair Eckman noted the unusual amount of rain <br />received during July and the many issues that had been identified based on that significant rainfall. <br />Mr. Roberts noted the GLWMO Board's approval of an additional $5,800 contract for the same <br />consulting engineer, who had made a statement about the unusual rainfall and the opportunity presented <br />in studying rainfall and flooding issues; while appearing to ignore the entire situation from residents' <br />perspectives; opining that the Board's response was totally inappropriate. <br />Items for Discussion, Information and Possible Action <br />Extension of Sixty (60) Day Comment Period / Establish Third Generation Plan Public Hearing <br />Date and Other Procedural Dates and Revised Timeline for Plan Adoption <br />Chair Eckman noted the recent actions of BWSR requesting extending the public /agency review period of <br />the DRAFT Third Generation Water Management Plan, due to the recent, three (3) week state shutdown; <br />with the extension of the 60-day review period now ending September 15, 2011, which would actually <br />allow for 90 days for review. <br />Mr. Petersen reviewed his proposed timeline for GLWMO Board consideration tonight; and addressed <br />notice requirements; meeting room availability; and other logistical and legal requirements. <br />Discussion included designation of newspapers for Shoreview and Roseville for publication of the official <br />Public Hearing notices, with no official designation in the existing Joint Powers Agreement (JPA) of an <br />official newspaper for the GLWMO, and suggestions to publish in the Roseville Review and Shoreview <br />Bulletin, which will be billed to the GLWMO. <br />Mr. Petersen strongly encouraged the GLWMO Board to, at a minimum, have an audio recording of the <br />Public Hearing, opining that a video of the meeting could prove advantageous as well, and briefly <br />reviewed his rationale for such a suggestion in providing a detailed record once the DRAFT Plan was <br />submitted for its final 90 -day review. Mr. Petersen advised that he was awaiting a return call from City of <br />Roseville staff on the costs for such services. Mr. Petersen advised that part of the record would be a <br />detailed record of Public Comments and responses to those comments. <br />Mr. Petersen, in addition to his proposed timeline, included a "Generic Timeline for Third Generation <br />Plan Approval" dated August 9, 2011; and a "Timeline for Watershed Plan Review" from the Minnesota <br />Board of Water & Soil Resources (BWSR) dated June 9, 2011. <br />CI <br />
