<br />City Council Study Session - 01/24/05 <br />Minutes - Page 12 <br /> <br />wide traffic management model that would be parcel based <br />indicating current land use, with changes available and <br />made as the land use changes, showing impacts system- <br />wide in order to allow planning for future transportation <br />proj ects and predict the funding needed. <br /> <br />Mr. Schwartz advised that development costs for such a <br />traffic management model would cost between $70 - <br />$100,000, along with annual updates or as development <br />occurs, and could allow the City to share that data with <br />Ramsey County and MnDOT. Mr. Schwartz advised that <br />staff was evaluating whether the model could be funded in <br />part with land use fees, requiring individual redevelopment <br />projects to pool funds, which would ultimately be less <br />expensive for the developers and the City. <br /> <br />Further discussion included one-time consulting fees to <br />develop the model; resources to maintain and update the <br />model periodically (when a land use change occurred, or <br />annually). <br /> <br />Discussion included: funding options and whether the <br />model could be done based solely on development tools; <br />the value of such a model; the need for a larger scope than <br />just the community due to regional impacts; Metropolitan <br />Council regional traffic forecasts as a starting point; and <br />how different assumptions can provide a clear picture of <br />impacts to interchanges and roads. <br /> <br />Council consensus was that the City needed to be more <br />aggressive and knowledgeable regarding pending projects <br />and how to communicate the City's needs to the County <br />and the State in an effort to move those projects forward. <br /> <br />City Council Direction <br />Mr. Schwartz sought Council direction and requested <br />Council consideration to direct staff, with the assistance of <br />a traffic consultant on a contract not to exceed $5,000, to <br />prepare an make a presentation for the City Council and the <br />Planning Commission regarding how traffic is measured <br />and how congestion can be mitigated; or consideration of a <br /> <br />City Council <br />Direction <br />
