<br />City Council Study Session - 01124/05 <br />Minutes - Page 16 <br /> <br />Discussion included rate structures and formula for summer <br />usage based on fourth and first quarter usage averaged over a <br />three year period to establish a summer sanitary sewer rate for <br />users. <br /> <br />Staff was directed to prepare a resolution for the next available <br />Council meeting, to adopt the 2005 Utility Rates as presented in <br />the staff report dated January 24,2005. <br /> <br />6. OVAL Task Force Discussion OVAL Task Force <br />Parks and Recreation Director Lonnie Brokke updated the City <br />Council on the ongoing quasi-Task Force related to Engineering <br />and Technical volunteers and experts. Mr. Brokke noted that the <br />next step would be to engage in engineering services to define <br />the scope of the work to be done. Mr. Brokke advised that he <br />had spoken to several firms, had received one proposal, and <br />anticipated returning to the City Council at their next meeting <br />with more information. <br /> <br />Mr. Brokke noted staff's outline of options, make-up and <br />membership representation and numbers, as well as possible <br />approaches for creating a task force to study the John Rose <br />Minnesota OVAL to address short and long-term funding <br />opportunities and operating challenges. <br /> <br />Discussion included: party responsible for selecting a <br />Chairperson and at-large members; size of the Task Force; <br />reorganization of the "Friends of the OV AL Foundation" to <br />generate funding sources; annual operating subsidy of $100,000 <br />by the City of Roseville for OVAL operations exclusive of <br />depreciation; preference for a Task Force not to exceed 15 <br />members; inclusion of a Councilmember to serve on the Task <br />Force with Councilmember Maschka volunteering to do so; <br />consideration of a Council Liaison rather than as a member of <br />the Task Force to allow the Task Force to maintain their <br />independence; outside and regional representation; <br />representation of various user groups; inclusion of a <br />representative of the State Sports Commission; ex-officio <br />facilitator and advisory capacity of staff with no voting role; <br />make up of members-at-large; representative of the Amateur <br />
