<br />City Council Study Session - 01124/05 <br />Minutes - Page 17 <br /> <br />Sports Commission; one Task Force to deal with the repair and <br />one to determine operation and their cooperative working status; <br />inclusion of School District and surrounding city representatives; <br />and other regional representation. <br /> <br />Further discussion included the potential mISSIOn of the Task <br />Force; desire to identify other funding mechanisms and unburden <br />the City of any subsidy of the facility; and development of a <br />work plan from the proposed Mission Statement identified by <br />staff and an appropriate time frame to deal with all issues and <br />identify "out-of-the-box" alternatives. <br /> <br />Council consensus was for Option l.a as outlined by staff in their <br />report, for a smaller Task Force of approximately 15 members, <br />as recommended, with the addition of Councilmember Maschka <br />to the Task Force to provide a budget, policy and historical <br />perspective. <br /> <br />Further discussion included the difficulty of the decision-making <br />process and outcomes regarding the OVAL; the role of the <br />Council representative to the Task Force and to allow for open <br />discussion; and whether the Chair should be selecting members- <br />at-large due to potential bias. <br /> <br />Further discussion included advertising for member-at-large <br />positions through the application process similar to other <br />Commissions with the Parks and Recreation Commission <br />screening applicants and making a recommendation to the City <br />Council. <br /> <br />Staff was directed to open the member-at-large positions to the <br />application process, with the Task Force Chair ultimately <br />appointing those positions in consultation with the Parks and <br />Recreation Commission. <br /> <br />8. <br /> <br />Update on Status of Legal Opinions: <br />At the request of Councilmember Ihlan, City Attorney Anderson <br />reviewed the written legal opinion dated January 5, 2005 related <br />to the 60-day rule for the Twin Lakes litigation; and park <br />dedication requirements for several redevelopment projects (i.e., <br />Rosedale, Target Corporation and Twin Lakes). <br /> <br />Legal Opinions <br />Update <br />
