<br />City Council Study Session - 01/24/05 <br />Minutes - Page 20 <br /> <br />and its pilot program, and an overview of the study program; five <br />test areas and one control area; pilot design; demographics; <br />varying types and sizes of collection bins; type of collection and <br />analysis of materials collected prior to and during the six-month <br />study period of the pilot program; as well as education and <br />information techniques used. Mr. Beets reviewed the criteria <br />used for the baseline and the pilot program and ensuing analysis. <br /> <br />Mr. Beets advised that staff, Ramsey County and the County's <br />consultant, R. W. Beck, were currently completing their <br />individual analysis of the data and processing a final report, <br />anticipated for the Public Works, Environment and <br />Transportation Commission in March, with a report to the City <br />Council anticipated at their March 28, 2005 meeting. Mr. Beets <br />anticipated that following Council direction, Requests for <br />Proposals (RFP's) could be prepared in April with that process <br />completed and a potential three year contract in place at year <br />end, as the current contract expires on December 31, 2005. <br /> <br />Discussion included type and size of current recycling <br />containers; the role of R. W. Beck; and investigation by other <br />communities of the single-sort system. <br /> <br />Councilmember Schroeder supported the City Council's <br />encouragement of citizens to recycle as much material as <br />possible. Councilmembers concurred. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn noted that he had attended a tour of the <br />recycling plant in Minneapolis with Mr. Pratt earlier that <br />evening, with representatives of the City of Shoreview City <br />Council and Shoreview's Environmental Commission. <br /> <br />10. <br /> <br />Mr. Kysylyczyn provided statistics from the City of Blaine when <br />they went to single-sort recycling and the additional material <br />collected; and supported the single-sort collection for the City of <br />Roseville as soon as possible. <br />Consider Applications for Reappointment to Citizen <br />Advisory Commissions <br />City Manager Neal Beets sought Council direction for several <br />commission vacancies, with terms expiring on March 31, 2005; <br /> <br />Consider <br />Applications for <br />Reappointment to <br />Citizen Advisory <br />
