City Council Study Session - 01/24/05
Minutes - Page 20

and its pilot program, and an overview of the study program; five
test areas and one control area; pilot design; demographics;
varying types and sizes of collection bins; type of collection and
analysis of materials collected prior to and during the six-month
study period of the pilot program; as well as education and
information techniques used. Mr. Beets reviewed the criteria
used for the baseline and the pilot program and ensuing analysis.

Mr. Beets advised that staff, Ramsey County and the County's
consultant, R. W. Beck, were currently completing their
individual analysis of the data and processing a final report,
anticipated for the Public Works, Environment and
Transportation Commission in March, with a report to the City
Council anticipated at their March 28, 2005 meeting. Mr. Beets
anticipated that following Council direction, Requests for
Proposals (RFP's) could be prepared in April with that process
completed and a potential three year contract in place at year
end, as the current contract expires on December 31, 2005.

Discussion included type and size of current recycling
containers; the role of R. W. Beck; and investigation by other
communities of the single-sort system.

Councilmember Schroeder supported the City Council's
encouragement of citizens to recycle as much material as
possible. Councilmembers concurred.

John Kysylyczyn, 3083 N Victoria Street
Mr. Kysylyczyn noted that he had attended a tour of the
recycling plant in Minneapolis with Mr. Pratt earlier that
evening, with representatives of the City of Shoreview City
Council and Shoreview's Environmental Commission.

10.

Mr. Kysylyczyn provided statistics from the City of Blaine when
they went to single-sort recycling and the additional material
collected; and supported the single-sort collection for the City of
Roseville as soon as possible.
Consider Applications for Reappointment to Citizen
Advisory Commissions
City Manager Neal Beets sought Council direction for several
commission vacancies, with terms expiring on March 31, 2005;

Consider
Applications for
Reappointment to
Citizen Advisory
