<br />week of August measurements will begin for the "during" or test period of the Pilot Program. The test <br />period will run through November. <br /> <br />RW Beck will work with City staff to conduct composition analyses. The analyses will be used to determine <br />the type of material Roseville residents are setting out to be recycled. This will allow the City to design <br />educational material to increase recycling in areas that may be underperforming. For instance, a study by the <br />Minnesota Office of Environmental Assistance in 1999 found that almost 25% of residential garbage in the <br />metro area is paper that could be recycled. <br /> <br />Following the test period, Roseville staff will compile the participation rates and tonnages collected in each <br />pilot area. Roseville will work with Waste Management to determine the net amount of material that was <br />successfully processed. That amount will equal the gross tonnage collected minus "out throws" and residuals. <br />(The small quantities collected and the proprietary nature of some data will prevent any quality assessments on <br />the finished product.) Waste Management will provide labor, equipment and operating costs for collection and <br />processing of each collection method. Roseville statT will then condense those numbers to reach a final tally of <br />the costs and benefits of each collection method tested. <br /> <br />A final report on the testing, results, costs, benefits and survey results will be presented to the Roseville's Public <br />Works and Transportation Commission for recommendations on changes to Roseville's recycling program. <br />Those recommendations will be fDrwarded to the City Council for final approval. <br /> <br />Council Action Requested <br />This is a program update, no action required. <br />
