<br />City Council Study Session - 01/24/05 <br />Minutes - Page 8 <br /> <br />gasoline tax) and the formula used for allocating that <br />funding; the perceived inequities in allocation of federal <br />funding dollars; funding following highest congestion and <br />volumes of traffic; city/state cooperative ventures with <br />cities loaning upfront construction monies to MnDOT to <br />initiate major projects in development or redevelopment <br />areas; the Unweave the Weave project; and pending <br />projects and their status and projected timeframe. <br /> <br />Of special interest to the City of Roseville was the potential <br />addition of an eastbound lane on Highway 36 between <br />Fairview to Dale to enhance traffic flow, and whether City <br />and State staff could prepare and review designs for <br />consideration as a possible cooperative venture for cost- <br />effective funding purposes. <br /> <br />Further discussion included the parties and agencies <br />needing to look at the "big picture;" park and ride lots; light <br />rail transit corridors; fast lanes; Minnesota Pass (MN <br />PASS) pilot project; various funding proposals being <br />considered at the State level; and the Metropolitan <br />Council's level of participation in the overall metropolitan <br />transportation picture. <br /> <br />b. <br /> <br />County Transportation Issues <br />Ramsey County Public Works Manager Kenneth Haider <br />and Ramsey County Engineer Dan Soler were introduced <br />to present the County's perspective on transportation <br />Issues. <br /> <br />Two bench handouts were provided by Mr. Haider entitled, <br />"Ramsey County Highway Projects that are Underfunded <br />and/or Delayed as of January 20, 2005," and a <br />"Comparison of the Actual 2004 to the 2005 CSAH <br />Apportionment" as of January, 2005. Mr. Haider <br />specifically noted three projects impacting the City of <br />Roseville: Terminal Road from 1-35W/TH 280 to Fulham <br />(reconstruction); 1-35W at County Road B <br />(signals/geometries); and County Road D from Cleveland <br />to Fairview (reconstruction) and their delay due to lack of <br />funds. <br /> <br />County <br />Transportation <br />Issues <br />
